Description
The Federal Aviation Administration (FAA), National Airways Systems Engineering (AJW-147), Mike Monroney Aeronautical Center, Oklahoma City, Oklahoma, has a requirement for engineering and technical services required to augment second level engineering support capability for the Wide Area Multilateration (WAM) surveillance system. The WAM is an Enroute Surveillance system developed by Saab Sensis Corporation that provides air traffic controllers with extended surveillance in areas where Radar is not cost effective. In addition, WAM will provide traffic information to the Surveillance Broadcast System (SBS) which is a significant component in the FAA s Next Generation (NextGen) initiative. The engineering and technical services include technical support, engineering investigations, system modifications/enhancements and other direct costs. The technical support activities may include, but are not limited to, the following: (1)Provide General technical support (2)Perform data analysis and support system troubleshooting and optimization activities. (3)Provide On-the-Job training or familiarization for specified system components or functionality. (4)Support Technical Interchange Meeting (TIM) upon requests from the government. TIMs will be conducted at the contractor s facility. The contractor shall provide a conference room that can host up to 10 government representatives, provide a teleconference for remote dial in access and provide internet access capability. Agenda items, materials required to support the TIM (i.e. Presentations, demonstrations ) and TIM date shall be negotiated and agreed upon between the Government and the contractor. Saab Sensis Corporation retains the proprietary rights to the hardware and software and the detailed schematics and drawing for the Multilateration (MLAT) and Target Processor (TP), which is the key component in the system s target process. The FAA does not have technical data, plans, drawings, manufacturing specifications, and other necessary documentation for full and open competition. The contractor must have access to the hardware and software specifications and drawings. Potential sources must provide documentation to the FAA showing proof of rights to use the data from Saab Sensis Corporation or documentation identifying your company as an authorized distributor. Statements that data will be obtained or that specifications or drawings will be developed are not acceptable. Only those responses providing the required documentation in response to this market survey will be considered prior to further action by the FAA. Please respond to either number 1 or 2 below: 1.If the vendor is the Original Equipment Manufacturer (OEM) of the hardware and software for Multilateration and Target Processor to provide engineering and technical support for the WAM System. The Government requests a letter to include: a.A statement that the company is the sole owner of the data rights/proprietary information to perform technical and engineering support on the WAM System. b.If the vendor has released, licensed or sold this data to other vendors. 2.If the vendor is a licensed and/or authorized vendor then they are to provide a letter stating that they are a licensed and experienced to perform technical and engineering support on the WAM. Additionally, the vendor is to provide a letter from the OEM showing that they are authorized to use their hardware and software to perform these services. The Government is not seeking information from vendors who are not the OEM or an authorized/licensed vendor to perform this work. THIS IS NOT A REQUEST FOR A CAPABILITY STATEMENT, PROPOSALS OR OFFERS. A SIR/Request for Offer may be made under a separate announcement in the future. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing vendor responses to this market survey. Therefore any cost associated with a market survey submission is solely at the interested vendor s expense. The principle North American Industry Classification System (NAICS) code for this effort is 541330, Engineering Services (Military and Aerospace Equipment and Military Weapons), with a size standard of $38.5M. This market survey will enable the FAA to review responses that are current and will assist with acquisition planning based on current data. The responses to this market survey will be used for informational purposes only.
