- Under the authority of FAR 6.302-1, The Federal Highway Administration (FHWA), Central Federal Lands Highway Division (CFLHD), Lakewood, CO, intends to negotiate a sole source contract with Symplicity Corporation, 1560 Wilson Boulevard, Suite 550, Arlington, VA 22209, for the support and maintenance of the Engineer's Estimate, Bidding, Acquisitions, Construction system (EEBACS). Previously the FLH had the EEBACS system developed for generating Independent Government Estimates (IGE), analyzing bids and tracking construction progress. The system is used to develop and track the estimate, bidding and construction information in a single database system. The primary purpose of the proposed action is to support and maintain the EEBACS systems including the database and all associated systems and files. This is a system based on Symplicity's Symple Objects platform. It is essential for the Government to obtain services from a firm that can support and maintain Symple Objects based systems plus the ability to modify the Symple Objects platform if necessary. The firm must have excellent understanding of Federal Lands Highway's estimating, acquisition, and construction business rules, has the experience and specific skills as listed below: •Ability to work with Symplicity's Symple Objects •Knowledge of FLH Business rules as they relate to construction estimates, bid analysis and construction management. •Knowledge of FHWA IT security requirements. Summary Description of Work Contract services will include: •Supporting and maintain the EEBACS system. •Hosting the system in a cloud computing center. •Making system modifications as required to meet FLH business needs. •Providing a Help Desk to resolve user's problem reports. •Modifying Symplicity's Symple Objects as required to maintain the system. •Complying with FHWA IT security requirements This is not a formal solicitation. This notice is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. All responsible sources may submit a capability statement proposal, or quotation, which shall be considered by the agency. If no challenges to acquire these items are received by 2 p.m. MDT, June 30, 2017, the Government reserves the right to execute an award without publishing a solicitation. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government. Detailed capabilities must be submitted to cflcontracts@dot.gov no later than the time and date noted above.
