Solicitation Number: FA8251-17-R-0054 Notice Type: Synopsis Synopsis: This is a 15 day Synopsis for an upcoming Solicitation that is estimated to be released within the next month (June 2017). This is a pre-solicitation notice for a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) spares contract for an estimated quantity of 55 A-10 Forward Nose Landing Gear Door (NLG). This is not a request for a proposal; it is a notification of an upcoming Solicitation. RESTRICTED TO QUALIFIED SOURCE. Award will only be made to an approved qualified source. ROHR, Incorporated (51563) is the only known approved qualified source. Per FAR 9.202(e), the government reserves the right to not delay contract award in order to provide a potential offeror with an opportunity to demonstrate its ability to meet the standards specified for qualification. NAICS code: 336413 Anticipated award date: NLT end of 2017 This acquisition is not a small business set-aside. Sole Source will be solicited. Respondents must specify in its response whether it is a large business, small disadvantaged business, 8(a) concern etc., and to specify if they are a U.S. or a foreign-owned firm. The Government does not have complete and adequate data, special materials, facilities, tooling, or test equipment which may be required in the performance of the contract. Electronic procedures will be used for the solicitation. All current and/or future information about this acquisition, i.e. solicitation, attachments, Amendments, Questions and Answers (Q&A's), etc., will be distributed through FBO, therefore, interested parties are responsible for monitoring this site to ensure they have the most-up-to-date information about this acquisition. All offerors wishing to be considered must be currently registered with System for Award Management (SAM) at www.sam.gov. The Nose Landing Gear (NLG) is a fairing that opens and retracts for the Nose Landing Gear. This NLG provides one of the points to support the aircraft, as well as the capability to steer the aircraft. The NLG is mounted to the right side of the aircraft centerline to permit centerline gun firing. A structural wheel well beam separates the gear for the fun, and helps support the loads generated by the nose gear and gun. Properly working NLG doors are necessary for mission success. Failure of a NLG door to close after takeoff could be cause to ground plane and delay mission. Failure of a NLG door to open before landing could lead to major damage and loss of aircraft. The Government does not own any repair manuals, acceptance test specifications, or parts lists for the NLG. Additionally, the government does not have any special test equipment for the A-10 Forward Nose Landing Gear. The respondent must be able to demonstrate the ability to obtain or create those resources necessary to perform trouble shooting, repair and testing of the Forward Nose Landing Gear in a timely fashion. If the offeror is able to obtain the data, manuals, and tech orders from another party, they must be able to demonstrate that they have the legal right to use said resources to repair assets for the government. Interested organizations who feel they possess the necessary capabilities should respond by providing the Government the following information; point of contact, address, telephone and fax numbers, email address, duns number, cage code and/or tax ID number, as well as size category (large, small, small disadvantaged, etc), a brief summary of the company's capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals.
