Responders are solely responsible for all expenses associated with responding to this RFI. This is a sources sought notice only and it is not a solicitation announcement. The purpose of this sources sought notice is to gain knowledge of qualified potential contractors and their socio-economic size classification in accordance with NAICS code 562219. Responses will be used by the Government to make appropriate acquisition decisions. After a review of the responses to this sources sought notice, a solicitation announcement may be posted to Federal Business Opportunity website (www.FBO.gov). A response to this sources sought notice is not an adequate reply to the forthcoming solicitation. To respond to this sources sought notice, please complete the attached document titled Sources Sought Notice and return via email to the Contract Officer, Scott Morrison, Email: scott.morrison2@va.gov This is not a solicitation and in no way obligates the Government to award any contract. Additionally, a response to this sources sought notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The purpose of this sources sought notice is strictly for market research purposes. Statement of Work (service(s) sought) VA NWI One-way Pager Service and Device Rental Background: The Nebraska Western Iowa Health Care System (NWIHCS) requires use of a highly reliable paging system for mobile users capable of broadcasting one-way, alphanumeric or numeric pages to medical center personnel within a service coverage area covering the eastern third of Nebraska and 100 miles in all directions of the Omaha metropolitan area. Pager service and the rental of 125 mobile alphanumeric or numeric pagers are required for critical communications with key medical staff when they are away from the medical center. Purpose of Project: This project will establish a 12-month contract for required pager service and device rental with four option year periods of performance. The mobile pagers and pager service are critical for the medical mission of the NWIHCS and are used to contact key medical personnel away from the medical facility during emergency and/or routine events. Statement of Work (SOW) Description of Work: The pager contractor is required to provide the following services for NWIHCS: Reliable one-way, alphanumeric or numeric pager service for the eastern third of the State of Nebraska including coverage for 100 miles in all directions of the Omaha metropolitan area for the mobile devices rented by NWIHCS. The contractor shall notify the NWIHCS Office of Information & Technology (OI&T) point of contact within 30 days of any significant permanent changes in service coverage which could impact reliable pager service for NWIHCS employees. The pager service shall accommodate numeric messages consisting of at least 10 numeric characters and alphanumeric messages up to 30 text characters. Provide 125 receive-only mobile pager devices with fixed phone numbers in the (402) area code. The contractor shall also provide the ability to map multiple pagers to a single number (i.e. Siameze) to allow group response to medical code alerts. Once phone numbers are established for NWIHCS customers, the contractor shall minimize changes to the numbering plan which could negatively impact the ability of NWIHCS employees to reach pager users. If a pager number must change due to a system change by the contractor, the contractor shall provide at least 30 days notice to the local NWIHCS OI&T point of contact so adequate coordination for the change can be made with employees. The contractor shall allow a NWIHCS user to change the established number for their pager(s). The contractor shall clearly identify all charges in the contract for a pager number change from a user request. If a pager device is lost or broken, the contractor shall have the ability to replace the device with a new pager within 48 hours while retaining the old phone number. The contractor shall clearly identify all charges in the contract associated with a lost or damaged pager device. The contractor shall also clearly identify all charges in the contract associated with additional pager devices if the NWIHCS requires growth of its established pager devices. Replacement or new pagers shall be delivered to the Omaha VA Medical Center at 4101 Woolworth Ave, Omaha NE within 48 hours of a request. All delivered or shipped pagers shall already have an installed battery to confirm operation, and be adequately packaged to prevent damage during shipment or delivery. The contractor shall clearly identify all charges in the contract associated with the delivery of new or replacement pagers. The contractor shall provide the ability for a specialized greeting or the forwarding of calls for specific pager numbers. The contractor shall clearly identify all charges in the contract associated with special greetings or the forwarding of pager calls made to specific numbers. The operational availability of the pager service shall equal or exceed 99.99% and have less than 2 critical failures per year. A critical failure is defined as a failure where properly executed calls to pagers provided under the contract are not processed by the transmission system or network to reach the intended end user. NWIHCS employees shall not transmit sensitive information over the contractor s pager system. If the contractor becomes aware of any sensitive transmissions by NWIHCS employees, they shall immediately notify the NWIHCS OI&T point of contact. Schedule of Deliverables: Place of Performance: Eastern third of the State of Nebraska and 100 miles in all directions of the Omaha metropolitan area. All pagers will be delivered to the Omaha VA Medical Center at 4101 Woolworth Ave, Omaha NE 68105. 2. Reports: The contractor shall deliver a monthly invoice or billing statement in a manner consistent with existing contractual requirements showing each rented pager and the monthly services associated with each, and details for all associated monthly charges. Contractor Qualifications: The contractor shall maintain a technical workforce capable of maintaining the reliability and responsiveness of the pager service for the required coverage areas as stated in this Statement of Work (SOW). IV. Government Furnished Property: The government shall not provide any furnished property or access to furnished property for the services required under this contract. V. Contractor Personnel Security Requirement: None. The pager system shall not be used to transmit sensitive information.
