- NAVSUP Fleet Logistics Center San Diego intends to negotiate and award in accordance with FAR Part 12, a firm-fixed price supply contract, on a sole source basis under the authority of FAR 13.106-1(b); Only one responsible source and no other supplies or services will satisfy agency requirements, with Bubbla Inc.; 7931 Deering Ave Canoga, CA 91304. Bubbla film is the only film that is compatible with a Bubbla 16 ¯Diamond Wrap x 1375 with 16 ¯ Perforations 200 Rolls. And 16 ¯ Diamond Wrap x 1375 with 16 ¯Perforations. The applicable NAICS code is 326112. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements and past performance data no later than 08:00am Pacific Standard Time on 21 June 2017. All interested parties must demonstrate their appropriate expertise and experience with the Bubbla system. All documents shall be submitted to Kevin Nimmo, Purchasing Agent, via email at kevin.nimmo@navy.mil. Anything submitted by phone or fax will not be considered. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government.
