- Attachment D.1 - In and Out Processing Solicitation 2017-Q-66803 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. The National Personal Protective Technology Laboratory (NPPTL), National Institute for Occupational Safety and Health (NIOSH), Center for Disease Control and Prevention (CDC) conducts research and respirator approval activities in a variety of areas. The scientific staff within the Evaluation and Testing Branch (E&TB) of the NPPTL conducts respirator performance evaluations in support of the Conformity Verification and Standards Development Branch (CVSDB) and NPPTL's respirator approval program. Much of this testing involves environmental conditioning of respirator protective devices (RPD), PPE performance evaluations with human subjects, and method development testing in support of the NPPTL standard development activities. A compressed air source is required for test system process operations and to provide breathing air for human test subjects, after the proper filtration is performed. NPPTL intends to purchase a compressed air system that is constructed to conform to the required Technical Specifications outlined in the Statement of Work. The compressor air system must be installed at the NIOSH facility and be "turn key." Please refer to the attached solicitation document. SITE VISIT : A site visit has been scheduled for Thursday July 13, 2017 at 10:00 AM EST for all interested offerors. If planning to attend this site visit in Pittsburgh, PA, contact Contract Specialist Kate Oyler at koyler@cdc.gov by Monday, July 10, 2017 at 10:00 AM EST in order to obtain access to the facility. Please refer to the attached solicitation document for further information. The solicitation is being issued as a Request for Proposal (RFP) under solicitation number 2017-Q-66803 using FAR Subpart 13.5, Simplified Acquisition Procedures. Any incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-81, effective April 10, 2015. Please refer to attached document(s) for clauses and provisions applicable to this acquisition. This is solicited under full and open competition under NAICS code 423830 Industrial Machinery and Equipment Merchant Wholesalers with a small business size standard of 100 employees. A firm fixed price contract will be issued in writing to the successful offeror.
