SMALL BUSINESSES ARE ENCOURAGED TO PARTICIPATE. Name: Architect of the Capitol Window Cleaning Services Project Overview: The Architect of the Capitol (AOC) plans to award a Firm Fixed Priced (FFP) and Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Interior/Exterior Window Cleaning. The Contractor shall furnish all labor, equipment and materials to provide Window Cleaning Services for the Interior and Exterior windows and screens for this IDIQ. **NOTE** This IDIQ will be OPEN to the Capitol Campus and to any agency within the Legislative Branch. The following AOC Jurisdictional Buildings that are included within this IDIQ are listed below; U.S. Capitol U.S. Capitol Visitor Center (CVC) Hart Senate Office Building (HSOB) Russell Senate Office Building (RSOB) Dirksen Senate Office Building (DSOB) Senate Employees Child Care Center Daniel Webster Hall Page Dorm Rayburn House Office Building (RHOB) Longworth House Office Building (LHOB) Cannon House Office Building (CHOB) Ford House Office Building (FHOB) The below listed Buildings could fall under this IDIQ Contract, in addition to the list above. Thomas P. O'Neill Jr. Federal Building (FOB-8) U.S. Supreme Court U.S. Botanic Garden Thomas Jefferson Building (TJB), Library of Congress James Madison Memorial Building, Library of Congress John Adams Building (JAB), Library of Congress ------------------------------------------------------------------------------------------------------------ There will be one (1) pre-proposal conference/site visit on the following Date and Place and Time; Date: Monday June 19, 2017. Place: Dirksen Senate Office Building, Room SD-G11 Time: 08:00 (Please arrive 15 minutes prior) ***Note*** Agenda and map of direction to the site visit will be emailed to Offerors that R.S.V.P. Attendance at the pre-proposal conference/site visit is STRONGLY ENCOURAGED. Questions will be considered at any time prior to or during the site visit; however offerors will be asked to confirm verbal questions in writing. Subsequent to the site visit, an amendment to the solicitation containing an abstract of the questions and answers recorded and a list of attendees will be disseminated. In order to attend the site visit, the Offeror shall register with the Contracting Specialist via email at dfuqua@aoc.gov. There is a maximum of three (3) individuals per company. The information required to be submitted to the Contracting Specialist shall be the information listed below; • Name of Company • Size of party attending (How many will be attending) • Name of Individuals attending • Title of person attending (President, CEO, CFO, Etc.) • Email Address (If someone other than the person attending is scheduling their RSVP, please submit email for both requester and attendee) • Physical Address • Cell Phone of person attending (In case of changes the morning of site visit) ------------------------------------------------------------------------------------------------------------ Pre-proposal conference/site visit questions are due by 4:00 pm ET June 23, 2017. All questions regarding the solicitation are due in writing to the Contracting Specialist, via email at dfuqua@aoc.gov, no later than 4:00 pm ET on June 30, 2017. Questions received after this time may not be answered. VERBAL QUESTIONS WILL NOT BE ANSWERED. TELEPHONE INQUIRIES WILL NOT BE ACKNOWLEDGED OR ACCEPTED ------------------------------------------------------------------------------------------------------------ The due date for receipt of proposal will be by 17:00 (ET) July 11, 2016. **NOTE** Send attached copy of bid submittal receipt to Contract Specialist dfuqua@aoc.gov prior to bid closing. ------------------------------------------------------------------------------------------------------------ The contract term shall have an estimated Base year from Date of Award through June 30, 2018 plus four one year options with an optional six month extension. ----------------------------------------------------------------------------------------------------------- Offerors are advised that the AOC is a legislative branch entity and as such is NOT subject to the Federal Acquisition Regulations (FAR). However, this project will be solicited using a Request for Proposal (RFP). The intent is to award a single Firm-Fixed-Price contract. The RFP and any subsequent amendments will be issued in electronic format only on the Federal Business Opportunities website (www.fbo.gov). The attached details the requirement for the Window Cleaning Service along with information on how to submit the quote.
