- Boiler for the Greenhouse, Heating and Air Conditioning for office and Heater for Shop These specifications are for all materials, supplies, and labor to remove and dispose of existing systems (when specified), provide and install new systems, and to make fully operational new systems. To be considered complete, all materials must be to the United States Department of Agriculture (USDA) -Natural Resources Conservation Service (NRCS) standards and specifications, and all work must be completed to USDA-NRCS standards and specifications, within the specified and allowed performance period (deadline), and be in compliance with all local, state, and federal rules and regulations.
