This RFI is issued for determining potential technologies and capabilities to consider for the future of Naval Aviation from industry and does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quote (RFQ), or an indication that the Government will contract for any of the items and/or services identified in response to this notice. No solicitation documents exist at this time. Participation in this RFI is neither mandatory nor is it requisite to future participation by a contractor in any potential future solicitations/contracts. The Program Executive Office for Unmanned Aviation and Weapons, PEO(U&W), is planning to conduct an Industry Day and follow-on Idea Days to provide opportunities for industry to learn about the technology needs of PEO(U&W) with the potential for follow-on briefings regarding technologies that industry has developed. This opportunity is open to all companies that have new and innovative ideas to support the future of the Naval Air System Command (NAVAIR) and PEO (U&W) Unmanned Air System (UAS) and Weapon programs. INDUSTRY DAY PEO(U&W) is holding Industry Days 25 - 27 April 2017 in order to share plans for the future of Weapons and Unmanned Aviation. Admiral Darrah will address industry in the morning on Day 1, followed by PMA briefs focused on weapons and UAVs and their technology needs. Day 2 will focus on large and small business teaming, with briefs from the Small Business Office and opportunities to network with both industry and government personnel. Day 3 will be a half day and consist of SECRET/NOFORN briefings on current intelligence reports and classified PEO needs and will be by invitation only. Attendees for Day 3 are required to have a final secret clearance access and will require government sponsorship for need to know. Those seeking invitation to Day 3 will be required to register and complete security verification no later than 0800Z (0300EST) 19 April 2017. Location and times for Day 3 briefings will be provided to registered and verified cleared personnel with a need to know following verification. Industry Days will be held at the Southern Maryland Education Center, 44219 Airport Road, California, Maryland 20619. In order to participate in Industry Day, please register on the Eventbrite website at https://www.eventbrite.com/e/peouw-industry-day-2017-tickets-31161383537 for the 2017 PEO(U&W) Industry Days no later than 18 April 2017. This Industry Day event is open to all interested parties. Due to space limitations, please limit your attendance to no more than two representatives per company, and registration will be based on a first come, first served basis. A limited number of tables will be available for Day 2 in order to facilitate networking between prime contractors, sub-contractors, and suppliers. You will be limited to one poster-type display (3' x 5' maximum). If requesting a table for Day 2, indicate this request by contacting Lisa Warren via email to Lisa.Warren.ctr@navy.mil. Tables will be available on a first come, first served basis. The Government does not anticipate providing opportunities for virtual Industry Day attendance. Attendance at the scheduled Industry Day and any discussions/release of information is strictly voluntary. The Government will not pay for any information provided or costs associated with travel. Please see Attachment (1) for the tentative Industry Day Agenda. Unclassified presentations made at Industry Day will be posted to the Federal Business Opportunities website (www.fbo.gov) just prior to Industry Day. Lunch will be on your own all three days with multiple providers close by. IDEA DAYS Idea Days will provide an opportunity for companies to brief the Navy on technologies that may address PEO(U&W) UAS and/or Weapon programs needs as briefed at Industry Day. In order to have an opportunity to participate in Idea Days, please respond to this RFI in accordance with the instructions below on or before 27 May 2017 with a one page summary and a quad chart (see Attachment 2) for each of the topics that your company would like to brief. Topics that address PEO(U&W) technology needs or that are related to the future of current PEO(U&W) programs may be invited to brief PEO(U&W) and the respective program representatives on topics of interest. Participation in Industry Days is neither mandatory nor is it requisite to submit a response to this RFI or to be considered for an Idea Day brief. Idea Days will be held at the Government's discretion based on its assessment of industry responses to this RFI. After reviewing industry submissions, the Government will contact those companies that it determines further discussion with and/or additional information from will be beneficial to PEO(U&W) UAS and Weapon programs. Meetings for the briefings will be scheduled depending on the availability of industry and Government parties. Do not submit any classified information in response to this RFI. Should your company have an idea to present that is classified, submit a response that summarizes the idea in an UNCLASSIFIED manner. If your company's response is selected for an Idea Day presentation, appropriate measures will be taken to allow for the classified material to be presented. Any costs incurred in preparing the topics and briefs for Idea Days or in meeting with Government representatives will be at the contractor's expense. Attendance at scheduled Idea Days and any discussions/release of information is strictly voluntary. The Government will not pay for any information or costs associated with travel. IDEA DAY SUBMITTAL INSTRUCTIONS Responses in reference to this RFI shall be submitted electronically to Naval Air Systems Command (NAVAIR) contract specialist, John Cappello, at John.Cappello@navy.mil with the subject line "PEO(U&W) RFI Response." All responses submitted must specify on the cover page of the response or in the transmittal letter submitted with the response, the following including the business size/status of the organization. Multiple NAICS codes and correlating company sizes may be listed in your response. **i.e., large business, small business, certified 8(a) concern, veteran-owned, HUBZone, woman-owned, etc. Format Requirements: (a) Include a cover page or transmittal letter including all of the information listed in the Response Submittal Instructions above (b) A one page summary of each topic your company would like to brief (c) A completed quad chart for each topic your company would like to brief (d) Information should be submitted in Microsoft Office 2010 compatible electronic format and is due no later than 27 May 2017. (e) Respondents are reminded to properly mark any proprietary information, and NAVAIR will control it as such. Do not send any classified information. (f) Responses should be submitted to the Contract Specialist; contact information provided above. Questions regarding this notice shall be submitted in writing by emailing the to the contract specialist, John Cappello, at John.Cappello@navy.mil with the subject line "PEO(U&W) RFI Question." Questions shall NOT contain proprietary or classified information. Verbal questions will NOT be accepted. The Government will accept questions up to or before 13 May 2017. Questions received after this date may not be answered. Depending on the nature of the question, the Government may post the question and its answer on the Federal Business Opportunities website or may answer the question during Industry Day. The Government reserves the right not to answer questions received. Responses to this RFI will not be returned. The Government is only seeking possible sources and potential capabilities for informational purposes. No reimbursement will be made to respondents for any costs incurred in developing information for, participating in meetings with, or engaging in discussion with the Government in response to this announcement or any follow-up information requests.
