- Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting offers and subsequently awarding a single, Firm-Fixed-Price contract for the Parking Garage project for the VA Central Iowa Healthcare System located at 3600 30th St, Des Moines, Iowa 50310. This is a Design-Bid-Build project. PROJECT DESCRIPTION: This project consists of a new independent multi-story parking garage, approximately 169,000 square feet, providing approximately 250 vehicle parking spaces located at the VA Central Iowa Healthcare System. The proposed parking garage will be built to the east of the retaining wall across from the Emergency Department, cut into the existing ravine. Vehicular access will enter and exit off VFW Circle Drive across from the Emergency Department entrance. Pedestrian access will enter and exit off VFW Circle Drive across from the 30th St entrance to the Hospital. Work includes general construction, alterations, roads, walks, grading, drainage, necessary removal of existing items and construction and certain other items. Work also includes all labor, material, equipment and supervision to perform the required Electrical and Mechanical construction work on this project. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $36.5 million. The solicitation will be issued on or about July 18, 2017. The period of performance is approximately 365 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $5,000,000.00 and $10,000,000.00. All questions must be submitted in writing to the issuing office via email to steven.grzybowski@va.gov.
