- This is a SOURCES SOUGHT Market Research. THERE IS NO SOLICATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market research DOES NOT constitute a Request for Proposals (RFP) or a request for sealed Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army Contracting Command, Tenant Division, Facilities Branch is conducting this sources sought market research to determine potential sources capable of fulfilling an Underground Utility Locating Services requirement. The U.S. Government is seeking sources to support a contract for Underground Utility Locating Services under NACIS code 561990. The purpose of this Market Research is to identify sources that can implement the Underground Utility Locating Services to electronically locate, mark with paint, pin flags, bristles, stakes, map, and survey using Global Positioning Satellite (GPS) as well as conventional survey services underground utilities and perform vacuum excavation test holes. The contractor shall specialize in providing subsurface utility designating, targeting and Geographic information Systems (GIS) mapping and facilities/physical plant protection services which includes vacuum excavation. The Contractor shall be required to investigate of records, plans, drawings, and maps for field use in performing locating services. The Contractor shall conduct a thorough search of each site within a project's limits for all underground utilities, structures, pipes, cables and wires as shown on research and record drawings. The contractor shall verify that each indicated utility line and structure has been located. The Contractor shall be responsible for the digging permit process to include verification of data coordination, and providing copies of permit to applicable persons. The contractor must be able to support all technical, operational, safety, interoperability, and security testing requirements. Contractor must be registered in the System for Award Management (SAM). Contractors are encouraged to obtain further information on SAM registration at the following website: https://www.sam.gov/portal/public/SAM. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. Please submit all responses, to include a detailed description of contractor qualifications and experience--include a capability statement--not later than June 19, 2017 @ 2:00 PM eastern time (ET).
