Description
The Department of Veterans Affairs Medical Center, NCO 6 Network Contracting Office, on behalf of the Durham, NC VA Medical Center located at 508 Fulton Street, Durham, NC 27705 intends to negotiate a sole source, brand name only contract with Siemens Industry, Inc. Energy Management Control System (EMCS). The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811219. The FSC Code is J065. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The Government intends to award a sole source contract for this requirement under the authority of 6.302-5, Authorized or Required by Statue, Public Law 38 U.S.C. 8127(b). This notice of intent IS NOT a request for competitive quotes; however, interested parties may identify their interest and capability to respond to this requirement no later than 3:00pm EST, June 14, 2017. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries can be emailed to ronald.gamble@va.gov. If your organization has the potential capacity to perform these services, please provide the following information: Contractor shall provide expedited repairs, certification for safe use including preventative maintenance per original equipment manufacturer procedures, parts and labor maintenance contract for the following equipment at the Durham VA Medical Center, 508 Fulton St., Durham, NC 27705 for a period of 12 months from the date of award for the equipment listed below: Covered Equipment: Clinac LE Serial Number: H181069 MLC 80/120 Serial Number: H544181 Treat Serial Number: H513273 PV 1000 Serial Number: H811262 RPM Serial Number: H505920 Contractor to provide "after-hours" Periodic Maintenance Inspections (PMIs). Contractor to schedule inspection visits in consultation with the Customer to be accomplished after Normal Business Hours provided the Covered Equipment is made available by 5 PM (local time). 7 AM to 7 PM (local time) telephone support to be made available to Customer for Covered Products under the Support Agreement. Contractor to provide a 96% Uptime Guarantee for the Covered Equipment. Contractor to provide remote diagnostic and remedial support during Normal Business Hours via SmartConnect, if available for the Covered Product and elected by Customer, for service of a defect or error that cannot be resolved by telephone. Contractor to provide onsite support at no additional labor charge during Normal Business Hours for service requests that cannot be resolved by telephone or through remote support. Contractor to guarantee a maximum billing for parts for the Coverage Period at discounted prices. Discounted pricing on parts for service of the Covered Equipment under this plan is nine percent (10%) from contractor's prices for parts in effect at the time service is rendered. Maintenance and upgrade releases as required for system configuration will be made available per the Clinac service agreement. Mandatory Upgrades Coverage Contractor will perform all mandatory safety and reliability modifications for the covered equipment during standard business hours at mutually agreed upon dates and times. Firmware and Console Software Upgrades: Contractor will provide all optional upgrades to software embedded or installed on the treatment delivery systems, its sub components (i.e. MLC, KV MV imager, CBCT, OBI, Respiratory Gating) and all treatment consoles for the covered equipment. Upgrades will be performed only when they become necessary due to an upcoming Manufacturer OIS or TPS upgrade, in order to get the delivery system compatible with the prospective OIS or TPS version. Contractor may install upgrades remotely or on-site. Firmware and console software upgrades will be performed during standard business hours at mutually agreed upon dates and times unless a non-standard hours coverage option has also been purchased. Comprehensive Parts Coverage Contractor will provide all parts necessary to keep the covered equipment functioning normally, including all glass parts, vacuum parts, X-ray tubes and imaging panels but excluding consumables as defined in Attachment 2. NFO and Special Freight Handling Contractor will undertake every business effort to transport the parts to customer site as fast as reasonably possible. OSL Extended Hours 5-9pm (M-F) Contractor shall provide on-site field service support for the covered equipment Monday - Friday during standard business hours (8am to 5pm eastern standard time) and extended hours (5pm to 9pm eastern standard time) for issues that cannot be resolved by telephone or through remote support via SmartConnect ®, if available for the Covered Product and elected by Customer, for service of a defect or error that cannot be resolved by telephone. Contractor will make commercially reasonable efforts to ensure response and availability during extended hours (5pm to 9pm local time). On-site Emergency Labor (OSEL) Contractor shall provide on-site emergency field service support for the covered equipment for issues that cannot be resolved by telephone or through remote support SmartConnect ®, if available for the Covered Product and elected by Customer, for service of a defect or error that cannot be resolved by telephone. Emergency field service support includes non-standard business hours coverage. Discounted Training Contractor shall provide remote diagnostics and support during standard business hours for service of a defect or an error that cannot be resolved by telephone or e-mail, if available for the Covered Product and elected by Customer. Help Desk Support Technical (HDST) Contractor s help desk specialists shall provide technical support for the covered equipment over telephone and e-mail during standard business hours. Unlimited Help Desk Sup. Clinical (HDSC) Contractor's help desk specialists shall provide clinical product support for the covered equipment over telephone and e-mail during standard business hours.
