- Locution Statement of Work TITLE: Sole Source Acquisition for the purchase Locution system upgrade services. The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Locution Systems Inc. Required services to be purchased are: To provide all tools, materials, equipment, personnel, transportation, and any related items and logistics necessary to remotely install Locution System Upgrades as stated in Locution quote in accordance with manufacturer's instructions, guidance, Maintenance Agreement, and the subcontracted work necessary to perform on-site maintenance. Vendor will provide any and all necessary software and hardware to include but not limited to: tools, equipment, testing materials, test bench, or tool kits to maintain locution system. For futher details, see the attached Statement of Work. APPLICABILITY OF AUTHORITY: This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii). Locution Systems inc. retains exclusive ownership of the software and does not authorize third parties to alter or add to MEI software or equipment (this includes all parts and specifications). No other company is able to provide parts, repair, service or upgrade this equipment. Utilizing any other company would require the Government to purchase new equipment which would result in substantial duplication of cost that would not be recovered through full and open competition. The services must be in accordance with the statement of work for Locution workstations currently installed and in use at the 4th Fighter Wing. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 21 Jun 2017 at 12:00 P.M. EST.
