- Description
- This is a combined synopsis/solicitation for commercial services. This announcement constitutes the only notice. The purpose of this acquisition is to establish a firm fixed price contract for establishment of depot repair/overhaul capability for the R391 propeller. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source by a request for proposal. Requirement is a 36 month effort for providing non-recurring tools and equipment, shop parts lay in (provisioning spares), masters and standards; non-recurring labor, and data requirements. There are two Options for 12 months each of recurring labor, to be exercised if needed. Place of performance/delivery is Robins AFB, GA. Delivery is required NLT 36 months after contract award. Assets will be shipped FOB destination. This is a sole source requirement IAW FAR 6.302-1. GE Aviation Systems LLC, DBA Dowty Propellers, is the only responsible source with the engineering data required to perform these services. Dowty Propellers is the sole manufacturer and maintainer of the R391 propeller. This notice of intent is not a request for competitive proposals. However, responsible sources may submit a capability statement or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Sources Sought request (Ref: FA8504R391PROPELLERS) was posted on May 12, 2016 in anticipation of this effort. Proposals are due 28 July 2017. Electronic procedures will be used for this solicitation at https://www.fbo.gov/ only. NO TELEPHONE REQUESTS WILL BE HONORED, and no hard copies will be mailed out. The US Government does not own any technical data for this requirement. All questions regarding the RFP must be submitted in writing to wendy.creager@us.af.mil with a copy to brandi.moody@us.af.mil. NO TELEPHONIC QUESTIONS. All questions and answers will be uploaded to FBO. However, the identity of the potential offeror will not be included. Offerors are encouraged to register to receive notification for solicitation and all amendments/revisions and to check the FBO site prior to submission of proposal. Anticipated award date is 01 September 2017.
