Description
Statement of Work SOURCES SOUGHT Precision Electromechanical Slow Strain Rate Tensile Testing System The National Institute of Standards & Technology (NIST) seeks information from vendors that are capable of providing a Precision Electromechanical Slow Strain Rate Tensile Testing System in accordance with the attached Draft Statement of Work. The Contractor shall provide one (1) Table-top Electro-Mechanical Universal Test System that meets the minimum technical requirements and shall install the instrument and provide training as described in the Statement of Work. The purpose of this notice is for market-research purposes only and is issued to identify organizations that are capable of meeting this requirement. This announcement is not a Request for Proposals or Quotes (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is DRAFT only and as such, is subject to change prior to issuance of a solicitation. No solicitation is available at this time. After results of this market research are obtained and analyzed, NIST may conduct a competitive or noncompetitive procurement and subsequently award a contract. NIST is seeking responses from all responsible vendors, including large and small businesses but it should be noted that one objective of this market research is to identify small businesses capable of performing, which could lead to an eventual small businesses set-aside procurement. This requirement is assigned a NAICS code of 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. Interested business organizations that believe they may be capable of meeting NIST's desired specifications in the attached statement of work should provide a capability statement demonstrating the ability of the vendor to meet the entire requirement. Vendors may provide supplemental information within this document or as an attachment at their discretion.
