- The U.S. Army Corps of Engineers Detroit District is seeking contractors for the DLA Standby Generator Replacement project located in Battle Creek, MI. The project consist of the following: Generators Removal of three (3) each existing 930 kW diesel emergency generator located indoors, including engine, engine mounted accessories, alternator, controls, indoor muffler, remote radiator, and battery charger. Louver wall removal is required for extrication; Removal if existing indoor day tanks. -300 gallons each; Removal of existing fuel pumping systems and pipes; Service/commission existing generator room air circulation devices, including fans and louvers. Commission system for proper operation and airflow to support the new generator plant; Service/commission existing portions of the fuel storage system that shall remain, including the outdoor 5,000 gallon bulk storage tank, fill ports, and piping; Provide a diesel fuel polishing system for the existing and new portions of the fuel storage system; Provide design labor associated with the new generator installation. General Information: The estimated price range of construction is between $5 Million and $10 Million. The North American Industrial Classification System (NAICS) code is 238210 Electrical Contractors and other Wiring Installation Contractors, which has a size standard of $15 Million in average annual receipts. This project will be advertised as a total small business set-aside. The Government intends to issue a firm-fixed price contract. Approximate solicitation posting date: Late June to mid July 2017. Award for this requirement will be determined via a "best value" Lowest Price Technically Acceptable (LPTA) process, where price and other evaluation factors will be considered. Identification of significant evaluation factors and subfactors will be duly noted within the solicitation documents, once issued. The "best value" solicitation and evaluation process will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15. The Request for Proposal (RFP) will set forth the requirements for responding to the solicitation, as well as all evaluation factors and subfactors. The solicitation package materials, documents, drawings, specifications, and attachments to the anticipated solicitation will be available only electronically and via FedBizOpps at www.fbo.gov. Hard copy documents will NOT be supplied by the Government to any interested parties as a result of this solicitation. Please note that the Government will not be maintaining a bidders list during the solicitation period. However, vendors are strongly encouraged to review the "Interested Vendors List" tab found on the FedBizOpps website for this solicitation. In order for interested contractors to conduct business with the Federal Government, contractors must register their firm at the System for Award Management (SAM). Contractors can access SAM for free at www.sam.gov.
