- Limited Sources Justification The 115th Fighter Wing awarded a sole source firm-fixed price contract to Chemring Energetic Devices on a noncompetitive basis. In accordance with FAR 8.405-6(a)(1)(i)(B), the 115 Fighter Wing (FW) has determined that the procurement of Combined Aircrew System Tester (CAST) calibration and repair services meets the criteria established for other than full and open competition. It is further determined that only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The FSC is H242, NAICS Code is 541380, and Size Standard is $15,000,000.
