Sources Sought Document The 42d Contracting Squadron, Maxwell AFB, AL, is seeking vendors who can provide non-development Project Portfolio Management (PPM) Software in support of the Air Force Legal Operations Agency, Legal Information Services (AFLOA/JAS) at Maxwell AFB, AL in accordance with the attached "draft" Statement of Objectives (SOO). NOTES OF IMPORTANCE : 1. A solicitation does not exist for this requirement. This is only a sources sought synopsis sources sought synopsis, so please do not submit proposals. The Government does not intend to award a contract on the basis of this sources sought. 2. If the government decides to pursue a solicitation, portions of your responses to this sources sought synopsis may be incorporated into the final solicitation. Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary. 3. Respondents will not be reimbursed for any costs incurred in responding to this sources sought. Information submitted will not be returned to the respective respondents. 4. Oral submissions of information will not be considered in response to this sources sought. To assist the Government in developing a potential acquisition strategy, please provide the following information: 1. GENERAL INFORMATION : a. Company's full name, business size, address, point of contact and telephone number. 2. CAPABILITIES : Please address the following regarding your capabilities in meeting the objectives contained in the attached "draft" SOO: •a. Is your company capable of meetingthis requirement in accordance with the attached Statement of Objectives? Please answer yes or no, if your company is capable of meeting this requirement. •b. The Air Force Legal Operations Agency, Legal Information Services (AFLOA/JAS) serves as the DoD Executive Agent for legal research and as such is responsible for maintaining multiple computer network systems, backup storage systems, and communications equipment in support of the Judge Advocate General Corps (TJAGC) and their dependents. AFLOA has a requirement to purchase a software product that can accomplish the below: 2.0 DESCRIPTION OF ITEMS. 2.1 Web based off-the-shelf commercial product which does not require customization 2.2 Can be locally hosted by customer 2.3 Cost effectively supports 25-50 users 2.4 Intuitive modern interface 2.5 Rapid deployment with minimal infrastructure requirement at a cost-effective initial price-point. 2.6 System is fully documented and in-context web based help is available for all functions 2.7 Powerful search capability and ability to search for user defined fields 2.8 Centralized administration function allowing administrative users to easily perform advanced system configuration 2.9 Supports major browsers including Internet Explorer 3.0 Demand Management / Project Intake 3.1 Create and track project requests / proposals with an approval process 3.2 Attach documents to requests 4.0. Portfolio Management 4.1 Create user definable portfolios 4.2 Group related Projects by any portfolio attribute 4.3 Associate projects to the organizational structure (business unit, division, etc.) 4.4 Allow for project classification, filtering, and sorting by type and other characteristics 5.0 Project/Application Portfolio Management 5.1 Supports project Portfolio Management. 5.2 Ability to capture custom attributes for applications such as Architecture Attributes, Maintenance Renewal Date, etc. 5.3 Application level dashboards to facilitate application level reporting 5.4 Integration with Project Portfolio Management to roll-up costs and resource utilization from projects 5.5 Ability to track time directly to applications 5.6 Ability to upload attachments to applications (contracts, architecture diagrams, etc.) 5.7 Supports application rationalization 5.8 Ability to capture application costs such as maintenance costs, etc. 6.0. Resource Management 6.1 Track billable and internal resource rates 6.2 Provide standard role-based rates 6.3 Ability to allocate resources to a project (top-down) by hours or FTE 6.4 Ability to schedule resources to tasks, then roll estimates up to the project 6.5 View resource allocations and schedules across projects 6.7 Utilization tracking (planned vs. actual), (planned vs. scheduled) & (scheduled vs. actual) 7.0 Time and Expense 7.1 Provide intuitive, easy to input time sheet 7.2 Record time and update notes against assigned tasks 8.0 Project Management 8.1 Planned vs. actual summaries for hours and costs 8.2 Flexibility to track non-software projects such as contract processing, strategic planning, infrastructure design and maintenance. 8.3 Ability to set standard project process/workflows which includes in-system approvals. 8.4 Milestone Summaries 8.5 Configurable reportable user defined fields on projects or tasks 8.6 Dynamic Project Gantt charts 8.7 Integration with Agile project management tools including JIRA 8.8 Display selected projects and/or portfolios (events, tasks, milestones, etc.) on a weekly/monthly/annual calendar. 8.9 Ability to copy/move/paste tasks within projects and/or between projects 8.10 Provide hierarchical task plan/WBS with target and actual delivery dates 8.11 Ability to create new projects from templates 8.12 Assign multiple resources to a task with estimated hours for each role and resource 8.13 Allow permissions to distinguish project members by role to manage (create, edit, delete, view, update) projects, tasks, issues, documents on a project by project basis 8.14 Project level reports and dashboards 8.15 Ability to add attachments to a task 9.0 Issue / Risk Management 9.1 Associate issues, risks or action items to projects or tasks 9.2 View, report, and track issues across projects/programs 9.3 Assign issues to individuals 10.0 Financial Management / Budgeting 10.1 Provide ability to capture estimates of hours, costs and revenue 10.2 Report actuals for hours and costs 11.0 Integration 11.1 Web Services Application Program Interface (API) 11.2 Supports integration with Agile work management tools including Atlassian's JIRA 11.3 Import / export from MS Excel 12.0 Reports & Dashboards 12.1 Provide user-specific, configurable, real-time dashboards 12.2 Capability to report on user defined fields 12.3 Drill down into reports and dashboards to the specific entity 12.4 Track and report status of portfolios, projects, or tasks 12.5 Track and report project health with project status reports 12.6 Provide RYG project health indicators or similar on dashboards 12.7 Track and report project pipeline, backlog, completed projects, etc. 12.8 Report resource forecast and actuals by date range 12.10 Filter data on user-definable criteria 12.11 Export all reports to Excel or CSV format 2.0 INSTALLATION REQUIREMENTS: N/A 3.0.
