REQUEST FOR INFORMATION 410TH CONTRACTING SUPPORT BRIGADE REGIONAL CONTRACTING CENTER AMERICAS 13 JUNE 2017 This request for information is issued in accordance with the Federal Acquisition Regulation (FAR) clause 52.215-3, Request for Information (RFI) or Solicitation for Planning Purposes (Oct 1997). The sole purpose of this RFI is for informational use only. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. This notice does not constitute an Invitation for Bids or Request for Proposals, and is not to be construed as a commitment by the Government. There is no bid package or solicitation document associated with this announcement. This notice is conducted to identify potential sources capable to provide information to the Government to aid in planning. Responses to this notice is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this notice or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submission in response to this notice and the Government's use of such information. Submittals will not be returned to the sender. Respondents to this notice may be asked to provide additional information/details based on their submittals. The information requested will be used within the Army and may be disclosed outside of the agency. All information marked "PROPRIETARY" will be safeguarded in accordance with Government regulations. INTRODUCTION The 410th Contracting Support Brigade, Regional Contracting Center Americas, 4130 Stanley Road, Suite 320, JBSA Fort Sam Houston, TX 78234 is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide two (2) Portable Observation Towers. The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. PROGRAM BACKGROUND The Government is currently in need of two (2) portable observation towers for detention operations. Portable observation towers are necessary to observe detainees and detention operations that can be observed from above at various vantage points. It is required for detainee operations, recreation, legal protocols and mitigates internal threats. REQUIRED CAPABILITIES The Government requires that the offeror submit a capabilities statement that is brand-name or equal to a SkyWatch Frontier Tower which possesses the following salient characteristics: • Air Conditioning/Heating with tinted windows • Command Desk with two swivel chairs • LED flood lights on all 4 side of the cab • Ground level entry • 25' vantage point • Strobe light and descent alarm • Digital wind speed meter • 70+ gallon Fuel Tank • outriggers for stability (withstand wind speeds up to 50 MPH) • Generator and shore Power • Solar panel for drip charge to start battery • 800 lb.+ payload in cab • Under cab safety camera with monitor in cab • No tethering needed • Dual day/night PTZ cameras • PA System • Spotlights/searchlights ELIGIBILITY The applicable NAICS code for this requirement is 332311 Prefabricated Metal Building and Component Manufacturing with a Small Business Size Standard of 750 employees. The Product Service Code (PSC) is 5445, Prefabricated Tower Structures. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than five (5) 8.5 x 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the product listed in the Required Capabilities. Your response to this Sources Sought, including the capabilities statement, shall be electronically submitted to the Contract Specialist, Anquanette Figueroa, in either Microsoft Word or Portable Document Format (PDF), via email anquanette.l.figueroa.civ@mail.mil no later than 1:00 p.m. CDT on 16 June 2017 and reference Portable Observation Towers in the subject line of the e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statement addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
