- Equipment Listing Notice of Intent to Sole Source The Centers for Disease Control and Prevention (CDC), Nation Centers for Environmental Health, Division of Laboratory Sciences intends to award a sole source firm-fixed price equipment purchase contract to Waters Corporation, 34 Maple St. Milford, MA 01757. This contract will be for 120 days from time of award. The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The Waters Corporation biochemical mass spectrometer is needed to replace an existing but aging Waters mass spectrometer. Replacement of this mass spectrometer with any instrument other than a Waters TQ instrument would result in cost prohibitive changes to existing laboratory methods and techniques. Waters Corporation is the only source to can provide the biochemical mass spectrometer. The NAICS code is 334516 Analytical Laboratory Instrument Manufacturing with a size standard of 1,000 employees. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to Waters Corporation. Waters Corporation is the only source available to provide this equipment that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement. All responses must be sent in writing to Ms. Genesika Carter via email to fkn7@cdc.gov using solicitation number 2017-Q-67016 in the subject line, no later than 12:00pm Eastern Time, June 28, 2017.
