- Sole Source Justification The 115th Fighter Wing awarded a sole source firm-fixed price contract to J. F. Ahern Co.on a noncompetitive basis. In accordance with FAR 6.302-2, the 115 Fighter Wing (FW) has determined that the procurement supplies for an upgrade to the AFFF fire suppression system meets the criteria established for other than full and open competition. It is further determined that only one source is capable of providing the supplies or services required due to unusual and compelling urgency.
