Description
Request for Quote for Third Party Monitoring - Asbestos Abatement AHU GS-05P-17-SA-P-0002 COMBINED SYNOPSIS/SOLICITATION THIS IS A REQUEST FOR QUOTE. The purpose of this acquisition is to procure third party monitoring for asbestos abatement services at the following location: Location: Charles Chamberlain Federal Building, 315 W. Allegan St., Lansing, Michigan, 48933. The performance period for this requirement is August 7, 2017 to September 1, 2017. This procurement is a total small business set aside. The NAICS code is 562910 with a size standard of $20.5 million dollars. Quotes will be evaluated on total evaluated price (TEP). Offerors are encouraged to schedule a site visit between 06/13/2017 and 06/21/2017 with Viri Chavez, Project Manager, who may be reached by e-mail at viri.chavez@gsa.gov or by phone at 313.230.1149. The solicitation is posted as of June 13, 2017 with a closing date of June 26, 2017 at 12:01PM central time. The solicitation is available for download through the Federal Business Opportunities (FBO) (fedbizzops.gov) website. All interested vendors must be registered with this website in order to download the solicitation and amendments. Offerors will be responsible for downloading the solicitation and for monitoring FBO for amendments and/or additional information. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued. * * * * * * * * * * DESCRIPTION OF WORK: The Contractor through innovation, technology, or other means, shall perform the required third party observations, project coordination, and oversight on behalf of GSA on every aspect of the asbestos abatement project. In general, the third party observation services include, but are not limited to: (a) Collection and analysis of air samples (b) Review of contractor submittals (c) Documentation of conditions and work progress and (d) project coordination and oversight. The abatement project will consist of approximately 4,240 sq. ft. of Duct Insulation with work being completed Monday through Friday 5:30 pm - 4:00 am. * * * * * * * * * * This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAC) 2005-81. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition (refer to Section I of the RFQ). The provision at 52.212-2 Evaluation-Commercial Items, applies to this acquisition (refer to Section I of the RFQ). A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, must be submitted with any offer (refer to Section I of the RFQ). The clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition; the clause and addenda are outlined in Section I of the RFQ. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and is also contained in Section I of the RFQ. All offerors must be registered in the System for Award Management (SAM), located at www.sam.gov, in order to be considered for award. Because these specifications are performance based, it is the responsibility of the offeror to review the entire solicitation and base their proposal on the solicitation.
