Description
The Missile Defense Agency (MDA) intends to award a follow-on sole source contract to Raytheon Missile Systems (RMS) of Tucson, Arizona, for manufacture and integration of six (6) SM-3 Block IIA (SM-3 IIA) missiles for the United States (US) Government, and a priced option for manufacture and integration of SM-3 Block IIA (SM-3 IIA) missiles for Foreign Military Sale (FMS). This requirement is part of the Aegis Ballistic Missile Defense (BMD) Program. This effort continues manufacturing and activities necessary to complete the SM-3 IIA All-Up Rounds (AURs) integration with the Aegis BMD weapon system, and systems engineering / analysis required for transition to production efforts needed in support of initial and full production decisions. The contract will include the necessary labor and the material for manufacture and integration of all missile sections into AURs. This contractor is a highly specialized source and no other known suppliers or services will satisfy agency requirements. RMS has been the AUR design agent for all Standard Missile variants since 1966. As a result of RMS’s involvement in the Aegis BMD Program, it is the only known source that currently possesses the in-depth technical knowledge of the system to satisfactorily perform the work. This expertise cannot be attained by any other contractor within the anticipated period of performance without incurring a substantial duplication of costs and an unacceptable delay in fulfilling the Agency's requirements. The anticipated period of performance is four (4) years after contract award. The proposed contract action is for a total of 11 SM-3 IIA missiles for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1. This notice is not a request for competitive proposals or quotations. Companies interested in subcontracting opportunities should contact Raytheon Missile Systems directly.
