Description
The Naval Sea Systems Command, Naval Undersea Warfare Center Division Keyport, intends to issue a solicitation to execute development, integration, and production of Technology Insertion Hardware (TIH) for Technology Insertion (TI)-20 and TI-22. TIH is the latest generation of display, processor, and network requirements for Combat Control and Sonar Systems for Naval submarines. Equipment to be obtained under a resulting contract is used in Mission Critical/Essential Systems on board submarine platforms. Components consist of commercial, off-the-shelf equipment that are uniquely configured for the particular platform and system to satisfy workstation, processor, file server, or other network requirements. The Government anticipates awarding a contract with line items for: (1) non-recurring engineering services (e.g., design and development), cost plus incentive fee (CPIF), level of effort (LOE); (2) engineering and technical services (e.g., field engineering support), CPIF, LOE; (3) program management support, CPIF, LOE; (4) non-production materials (e.g., material associated with engineering design models), CPFF; (5) hardware production (including surge requirements and spares), CPIF; (6) travel and subsistence, cost reimbursable; and (7) data submittals. The contract will include support for Foreign Military Sales, and options to support the Royal Australian Navy. The resulting contract will include a one-year base period, with six one-year options, for a total duration of seven (7) years. TI-22 is anticipated to begin in contract year 3 of the 7-year performance period. The solicitation number for this requirement is N00253-17-R-0002. Offers shall be FOB Origin. Offers will be evaluated on the basis of best value to the Government, which means that selection of the contractor is to be based on other than the lowest price, technically acceptable offer. The anticipated contract award date is 28 September 2018. The NAICS code is 334511, with a Small Business Size Standard of 1,250 employees. The primary Product Service Code is 1230. This is a full and open, unrestricted solicitation. It is anticipated that the solicitation will be issued on or about 14 July 2017, with a 45-day response time. Drawings referenced in the solicitation, which are unclassified technical information related to the Program Executive Office Submarines TIH effort, are restricted by the Arms Export Control Act and are ONLY available to the contractor's appointed Data Custodian who is registered under the Defense Logistics Agency (DLA) Joint Certification Program (JCP). Contractor Data Custodians who are not registered with DLA JCP can obtain registration information at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx or by phone at (800) 352-3572. Reference material, including drawings for TIH, will be available on the Electronic Technical Information Center (E-TIC). In order to gain access to the unclassified E-TIC, prospective Offerors must have a valid PKI certificate and be able to supply their JCP certification number. Access to E-TIC is gained as follows: (1) Designated JCP Data Custodian must fill out an Advanced Interactive Management Technology Center (AIMTC) Account Request form at https://aimtc.nuwc.navy.mil. The following fields must be completed as follows: 'Branch' or 'Code' you support is NAVSEA PMS425; 'Navy Sponsor POC' is Michael Nagy; 'Navy Sponsor Code' is NUWCDIVKPT C432; 'Justification for your need to know' is Prospective Offeror for the Technical Insertion Hardware Competition, JCP# (offeror to insert its JCP Cert # here). Scroll down to the bottom of the page and expand "Electronic Technical Information Center (E-TIC)"; select "ETIC for TIH 20/22 Solicitation" as the area for which you have a 'need to know'. Click the send button at the bottom of the page when the AIMTC Account Request form is complete. Upon system manager approval, the account will be set up and notification will be sent via email. Only the JCP Data Custodian listed on the Offeror's DD2345 form will be granted E-TIC access. No bidders list will be maintained by this office. No telephone or fax requests for the solicitation package will be accepted. Failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of offers may render the offer non-responsive and result in rejection of same. Offerors must have a current registration in the System for Award Management (SAM) database. All responsible sources may submit a proposal which shall be considered by the agency.
