There is no bid package or solicitation, to protect the procurement integrity of any future procurement, if any, that may arise from this announcement. The Naval Facilities Engineering Command Engineering and Expeditionary Warfare Center (NAVFAC EXWC), Port Hueneme, CA is seeking water sampling technologies applicable to capturing representative storm water at monitoring outfalls throughout Navy. The primary goal is to reduce overall compliance cost and improve data quality. Sampling technologies can include but are not limited to automated grab and composite samplers, passive samplers or any additional technologies (existing or emergent) suitable to detect contaminants of concern including both organic and inorganic materials typically found in storm water permits. Technologies can include passive sampling devices that capture indicator constituents for illicit discharges or contaminants of concern. Sampling technologies are required for a wide range of conditions including remote locations, limited access, and application at outfalls subject to tidal influence, sea water intrusion and wet dry cycling. The sampling technologies can include multiple testing parameters and functions not limited to: dissolved oxygen; turbidity; pH; TSS; copper; lead; zinc; aluminum; temperature; conductance; rainfall level; multiple time intervals; real-time data capabilities; alert capabilities; DNA fingerprinting; pollution source identification; metals detection; and bacterial loads.
