Description
This notice is for the purpose of receiving comments from industry in regards to the Forest Service proposed combination of Regional Type III Helicopter Services which would result in longer Mandatory Availability Periods (MAP). REQUEST FOR INFORMATION (RFI)-- THIS IS A REQUEST FOR INFORMATION - A SOLICITATION IS NOT CURRENTLY AVAILABLE. This notice is for the purpose of receiving comments from industry in regards to the Forest Service proposed combination of Regional Type III Helicopter Services which would result in longer Mandatory Availability Periods (MAP). This RFI is for market research and planning purposes only and shall not be considered to be an obligation by the Government to acquire any products or services. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a solicitation mailing list. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests that may be issued by the Government. Data submitted in response to this market survey will not be returned. 52.215-3 Request for Information or Solicitation for Planning Purposes. (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: gaining information from industry in regards to Forest Service proposed combination of Regional Type III Helicopter Services which would result in longer Mandatory Availability Periods. Provide responses to: Todd R. Novinger, trnovinger@fs.fed.us REQUEST FOR INFORMATION DETAILS The Forest Service is seeking comments from vendors with relevant expertise to the following questions. Responses received are considered procurement sensitive information. Responses will not be returned and the Government reserves the right to use the responses to this RFI to amend requirements, acquisition strategy/approach and associated documents for this project. RFI RESPONSE INSTRUCTIONS Questions shall be submitted to trnovinger@fs.fed.us with a courtesy copy to jledge@fs.fed.us by the RFI response date above. 1. What benefits would the government and vendors gain if MAPs were 150 days or greater? 2. Would longer MAPS potentially reduce daily availability rates? 3. In some cases initially creating shared contracts would result in not exercising existing option years. What impacts would this cause to the vendor? 4. Combining contracts would result in fewer contracts to compete for. What is industry comments on the reduction of available contracts? 5. What would industry like to see as a work schedule on all contracts with a MAP greater than 150days? 6. Would industry want a stand-alone fuel truck driver required on MAPs longer than 150days? 7. Industry recommendation for minimum days between the end and start of next MAP(i.e.) Moving from Region 8 to Region 4.
