IT Services Contract Strategy Overview Special Notice Early Notice Special Notice to Industry (1) Action Code : SPECIAL NOTICE The purpose of this Special Notice is to provide feedback to Industry in response to the information collected at the recent Industry Day Event hosted at the Comfort Inn Capital, 4050 Powder Mill Rd, Beltsville, MD 20705 on March 14th and 15th 2017 for the Army Research Laboratory's (ARL) IT Services requirement. The Industry Day Event's objective was to generate a lively discussion among the U.S. Government and Industry with respect to how IT services can be best delivered in the next five (5) years. ARL is pursuing vendors who can provide IT services in an environment where funding will be reduced over the life of the contract. The expectation is that costs will decrease using innovative methods and technologies. As such, specific Industry feedback was requested with regards to ARL's IT Services requirement and how to group the various task areas. Based on the U.S Government's analysis of the feedback provided by Industry, separate contract requirements may ultimately result. At this time, the U.S Government has completed their analysis of the Industry Day feedback. This announcement provides interested parties advance notice to prepare responses, team with other vendors (if desired) and develop innovative solutions for the resultant ARL's IT Services contracts identified below. Note: The U.S. Government is not seeking responses or taking questions at this time. Interested parties will have an opportunity to submit questions when each contract's Pre-Solicitation Synopsis is posted in the near future. Please pay close attention to the Solicitation Numbers listed for each contract below so that the opportunity can be appropriately tracked. Each individual contract described below will have its own set of requirements/task areas. It is expected that each task area includes Program Management and Innovation. It is also expected that each task area will meet all Army Information Assurance requirements and can be expanded to meet additional requirements as they are funded. As stated at the Industry Day Event, ARL is pursuing vendors who can provide services in an environment of declining budgets and where funding will likely be reduced over the life of the contract. The expectation is that costs will decrease using innovative methods and technologies such as social media, self- help tools and automated proactive measures that will reduce resolution times and increase customer satisfaction. Below is a brief overview of each contract, the requirements/task areas that will be included in each contract, as well as the draft acquisition strategy for each contract. Pre-Solicitation Synopses for each contract will be posted in the near future once the final acquisition strategy is approved. Note: A separate document is attached to this Special Notice to summarize ARL's former IT Services requirement when compared to their new IT Services requirement based on Industry feedback. CONTRACT 1: WORKPLACE MANAGEMENT Solicitation Number: W911QX-17-R-0023 Description: Help Desk/End User Support (Tier 0, Tier 1, Tier 2, Tier 3), Image Development, Patch Management, Video Teleconference Operations and Video Teleconference Engineering. Further, the Army at this time, is not seeking proposals and will not accept unsolicited proposals. Interested vendors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this notice or future synopses. If a solicitation is released, it will be posted on the Federal Business Opportunities (FedBizOpps) website per the aforementioned solicitation numbers individually identified for each contract. Therefore, it is the responsibility of the potential offerors to monitor these sites for additional information pertaining to each requirement.
