Subject: NOTICE OF INTENT TO SOLE SOURCE - Repair and Preventive Maintenance for VersaProbe II X-ray Photoelectron Spectrometer 4. Solicitation Number: W911QX-17-T-0168. 5. Set-Aside Code: __NA__________ 6. Response Date: 26 June 2017 7. Place of Performance: US Army Contracting Command - Aberdeen Proving Ground Adelphi Contracting Division Aberdeen Proving Ground Aberdeen, MD 21005 8. Description: The United States Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements based on proprietary data and design. The Government's existing equipment utilizes proprietary hardware, which cannot be duplicated by another manufacturer. Proper service of ARL's X-ray Spectrometer is only possible with cooperation of Physical Electronics, the Original Equipment Manufacturer (OEM), due to the proprietary technologies and apparatus involved. The Government intends to solicit and negotiate with Physical Electronics USA, Inc., 18725 Lake Drive East, Chanhassen, MN 55317 for one (1) Pre Inspection/Repair Pre Inspection and five (5) years of Preventive maintenance as detailed below: •One (1) Pre Inspection/Repair Pre Inspection •One (1)-year optional preventive maintenance plan for the first year. •One (1)-year optional preventive maintenance plan for the second year. •One (1)-year optional preventive maintenance plan for the third year. •One (1)-year optional preventive maintenance plan for the fourth year. •One (1)-year optional preventive maintenance plan for the fifth year. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
