Description
SOURCES SOUGHT - REQUEST FOR INFORMATION This is a Sources Sought notice and request for information only. The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of vendors who can support this requirement. This notice neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. It should not be construed as a commitment by the Government for any purpose nor will the Government pay for information solicited. Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions. The Army Contracting Command - Warren, Michigan, in support of the Light Armored Vehicles Program Manager, is seeking sources that can design, validate, and deliver an Input Power Conditioner (IPC) Modification Kit for use in the USMC LAV Tactical Operations Center Intercommunications System (TOCNET). The design of the Modification Kit shall enhance the functionality of the IPC unit so that it provides power conditioning as well as providing the USMC user and maintainer a visual indicator of the health or status of the batteries used within the IPC unit. The IPC Modification Kit shall incorporate an overvoltage protection circuit to the existing IPC which would eliminate system resets thus maintaining operational capability throughout voltage oscillations. This Sources Sought notice and request for information consists of the design, fabrication, validation and delivery of five initial IPC Modification Kits for evaluation and the production of 670 IPC Modification Kits. This requirement contemplates a potential Firm Fixed Price contract. IPC MODIFICATION KIT REQUIREMENTS: 1. The Modification Kit shall not affect current IPC operating voltage parameters. The IPC is powered by a 24 VDC tactical wheeled vehicle electrical system. The IPC has an 18-32 VDC input range, and provide a regulated output of 24-28Vdc with max current of 4A @ 28 VDC. 2. The IPC Modification Kit shall protect the system against all voltage spikes and surges exceeding 28 VDC from the vehicle electrical system, with the duration of a millisecond and have protection from other transient voltages that could be introduced from other systems as well as the environment. 3. The IPC Modification Kit shall continue to provide the current backup power of 24Vdc in the event of momentary power loss; allowing the system to remain operational for up to 3 minutes, but no less than one minute, with a load of 3 amperes. 4. The IPC Modification Kit shall allow for continual operation of the TOCNET during vehicle start up and shut down procedures. 5. The IPC Modification Kit shall fit within the dimensions of the IPC unit of 7"W x 4.92"H x 4.52"D. 6. The IPC Modification Kit shall be capable of continuous operation over the ambient air temperature range of -32C (-25°F) to +52C (125°F) and suffer no degradation in storage temperatures from -51C (-60°F) to 71C (160°F). 7. IPC Modification Kit components shall meet EMC requirements of MIL-STD-461, "Requirements for the Control of Electromagnetic Interference Emissions and Susceptibility", as applicable. 8. The IPC Modification Kit shall not impact the existing external cabling, or input and the output connectors. 9. The IPC Modification Kit shall update the current battery condition indicator on the front face plate of the IPC to provide three battery statuses; "Green" (Above 24 VDC), "Yellow" (18 to 24 VDC), and "Red" (below 18 VDC). 10. The design of the IPC Modification Kit shall be capable of being installed by organic Marine maintainers. 11. The IPC Modification Kit shall be repairable at the lowest echelon of maintenance; designed for troubleshooting and repair utilizing standard issued equipment such as a digital multimeter, oscilloscope, etc. If you feel your company is capable of meeting the IPC Modification Kit requirements listed above, please respond with the following information: 1. Your company's technical approach to satisfy the IPC Modification Kit requirements. 2. A detailed proposed schedule incorporating your technical approach. 3. The estimated price required to design, fabrication, validation, and delivery of five (5) initial IPC Modification Kits. 4. The estimated price for production of 670 IPC Modification Kits. Also provide your company's business size, active SAM information, and references of your company's capabilities.
