Description
This procurement is a total small business set aside. The National Institute on Drug Abuse (NIDA) plans to solicit proposals from qualified small business organizations to provide NIDA with professional scientific and technical services to support the publication of NIDA Notes, whose goals are to report NIDA-supported scientific advances in the field of drug abuse and addictions; improve the scientific knowledge base among drug abuse and addictions researchers, clinicians, administrators, and policy makers; promote a scientific understanding of drug abuse and addiction among professionals who encounter drug abuse issues in the course of their work; inform the public about important new knowledge produced by NIDA researchers; and publicize important new NIDA actions and initiatives. These services include activities to: 1) Provide NIDA Notes content, to include at a minimum 52 web posts covering findings or implications of NIDA science annually; 2) Tag each NIDA Notes post with keywords that identify the main topics it addresses, hyperlink the keywords to related NIDA Notes posts, NIDA website content, or external web materials; and provide a continuously updated keyword-based search box on the NIDA homepage that enables readers to find content in desired subject areas; 3) Provide content and technical management of the NIDA Notes website; 4) In coordination with the COR, conceive, plan, and execute a strategy to increase NIDA Notes readership and subscribership, especially among researchers, clinicians, educators, policy makers, and others who deal professionally with problems of drug abuse and addiction; 5) Send a monthly group email to the NIDA Notes subscription list to notify subscribers of new content and/or other NIDA news (e.g., upcoming meetings, deadlines to apply for NIDA grants for research), with hyperlinks to the new content; 6) Track and provide documentation of reader visits and behavior (e.g., time spent on page, hyperlink usage) on the NIDA Notes Website. Based on these data, in coordination with the COR, propose and execute, if cleared by the COR, Website revisions that will increase NIDA Notes readership and reader satisfaction; 7) Manage interactions the NIDA Notes Reader's Advisory Group (RAG), a panel of approximately 12 individuals who provide comments and suggestions for maximizing NIDA Notes' appeal and usefulness to its target audiences. In coordination with the COR and RAG members, schedule, plan, handle logistics, participate in, and take minutes on 2 meetings of the group at NIDA headquarters per year; 8) Propose changes and enhancements to improve NIDA Notes' editorial processes, quality, mission appropriateness, and interest and usefulness to its audience; 9) Each month, produce approximately 2 Science Spotlight/Highlight posts-brief, 100-200 word summaries of recent research, usually with a suitable graphic-for posting on the NIDA homepage (https://www.drugabuse.gov/). 10) Collaborate with organizations to produce up to 2 multimedia continuing education modules for social workers and clinicians in substance use treatment programs; 11)Accomplish all tasks with professionalism, efficiency, and minimal demands on the COR's time. NIDA anticipates the award of one cost-reimbursement, level of effort-type contract for a base period of one year with four one-year options to extend performance and additional option quantities. RFP No. N02DA-17-1199 will be available electronically on or about June 27, 2017. All information required for the submission of an offer will be contained in or accessible through the RFP package. Responses to the RFP will be due on or about 30 days after release of the RFP. NIDA will consider proposals submitted by any responsible offeror. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. This advertisement does not commit the Government to award a contract.
