Draft Delivery Schedule for use under Task Orders Draft 1st Task Order Draft IDIQ Scope of Work Request for Information (RFI) Integrated Logistic Support Technical Documentation Services HSCG44-17-R-RFI0012 Disclaimer and Important Notes: This posting is a Request for Information (RFI) from interested vendors and is issued solely for informational and planning purposes. This posting is not a Request for Proposals or a Request for Quotations, and it is not considered to be a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this RFI. No basis for claim against the Government shall arise as a result from a response to this RFI or Government use of any information provided. Further, the Coast Guard is not at this time seeking proposals and will not accept unsolicited proposals. No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market. At this time no solicitation exists; therefore, do not request a copy of the solicitation. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Requirement: The Department of Homeland Security, U.S. Coast Guard (USCG), Command, Control, and Communications Engineering Center (C3CEN) is soliciting information on Contractor technical writing services related to Integrated Logistic Support (ILS) for the US Coast Guard (USCG) Command, Control & Communications Engineering Center (C3CEN). C3CEN recognizes the interest generated by requests for technical documentation services and seeks appropriate organizations in the acquisition of Technical Writers. C3CEN's priority is providing ILS technical documentation services for Engineering Changes (EC)/Time compliance Technical Orders (TCTO); Equipment Integrated Logistic Support Plans (EILSP); and Electronic Support Sheets (ESS); Watchkeeper System Support Documentation, and any other related ILS documentation. These documents will be designed and developed in accordance with established USCG standards, policies, and procedures. This RFI is being used to gather market research for C3CEN to make decisions regarding developing technical documentation in support of Coast Guard personnel who operate and maintain these systems in both surface and shore environments. The Command Logistics Engineering Services Branch Technical Services Section (CL-ES2) is seeking information from vendors who provide technical documentation services. CL-ES2 is interested in identifying whether potential vendors are capable of contractor support to effectively design and develop technical documents in accordance with the draft IDIQ scope of work and draft Performance Work Statement (PWS) to support C3CEN's systems/equipment suites. CL-ES2 will use the results of this RFI in development for a request for proposal for technical documents support. The proposed requirements are detailed in the DRAFT IDIQ Scope of work and Draft PWS and are being posted to allow prospective offerors to review and provide comments. Background: C3CEN is responsible for developing, building, and fielding various ILS Technical Documents. The Technical Documents produced vary in size, depending on the complexity of the USCG system, topic, and/or equipment suite, and are technical in nature. CL-ES2 requires contractor support to effectively design and develop technical documents to support these systems/equipment suites. Technical Writer Qualifications Addressed in this RFI: Contractor technical writers shall have experience and possess and maintain proficiency in the following: Engineering Change (EC)/Time Compliance Technical Order (TCTO) Design and Development. Conduct research for development of ECs to determine the parts, materials, and tools required for the change; Conduct research to determine both installation and administrative procedures required to put the EC into effect; Document changes to established system configuration baselines; Complete and add a TCTO Cover Sheet to the EC package upon approval of the EC by the Local Configuration Control Board (LCCB); Possess in-depth knowledge of Microsoft® Word, Excel, Adobe Acrobat, and PowerPoint. Equipment Integrated Logistic Support Plan (EILSP) and Electronic Support Sheet (ESS) Design and Development. Conduct research for development of new EILSPs and ESSs; Conduct interviews with SMEs/users/other technical experts. Perform technical review/analysis of existing EILSPs/ESSs; Conduct research to update current EILSPs and ESSs; Verify specifications, Allowable Product List (APL), and all other EILSP/ESS data; Produce complete and accurate final EILSP/ESS technical documents; Attend meetings related to EILSP/ESS development; and Possess in-depth knowledge of Microsoft® Word, Excel, Adobe Acrobat, PowerPoint. Watch keeper System Support Technical Documentation. Monitor release of all major Watchkeeper updates and versions; Revise all application documents for each release; Review all system validation/verification documentation; Create html user guides; Prepare maintenance plans for the system administrator; Develop and provide engineering and other test reports; Maintain system user agreements per the COR; Maintain the Watchkeeper Data Dictionary; Attend meetings related to Watchkeeper development; Possess in-depth knowledge of Microsoft® Word, Visio, Excel, Adobe Acrobat, and PowerPoint; and Possess basic knowledge of Hypertext Mark-up Language (html) version 5.0. The NAICS code for this RFI is 561410 Technical editing services. Contractors doing business with the Government are required to register in the System for Award Management (SAM) database before they can be awarded a contract. Submission of Information: Interested parties are encouraged to submit a response which supports the company's claim that it presently has the capability, qualifications, and experience to satisfy the requirements. If there are areas in the Draft Scope of Work and/or PWS that your company and perspective team cannot meet, please identify those areas in your response along with amplifying information as to why your team cannot meet the government's request. The Coast Guard's requirement may be refined based on knowledge gained from RFI submissions. Specifically, any interested parties are requested to provide the following information: 1. Positive statement of your interest in this procurement as a prime contractor Description of your capabilities, qualifications, and experiences that might fill this requirement: 5. What type of Command, Control, Communications, Computers and Information Technology (C4IT) related systems and equipment does your company have experience with? 6. In relation to the Draft Scope of Work, what functional areas has your company provided within the last 3 years? 7. Do you offer these or similar services commercially? 8. Are these services under a current GSA Schedule or do you currently have a contract for this service with any other Federal Agency?) 9. Are there commercial services that you offer that could be modified to fulfill this need? 10. Do you have a commercial catalog for a related group of services? 11. What new services do you plan to offer sometime in the future that might affect this requirement? 12. What experience does your company have as a prime contractor managing the efforts of one or more sub-contractors supporting a Federal Agency? 13. Do you offer discounts to your customers? 14. Do you have the ability to host and perform services described in the Draft Scope of Work, at an off-site location, within local commuting distance of Portsmouth, VA? 15. What is the level of your current Facility Clearance Level (FCL) and does it include safeguarding? 16. What risks or impediments to performance would you anticipate in the performance of the work described in the draft Scope of Work? 17. A "commented" version of the DRAFT Scope of Work may be returned as an attachment. 18. A brief summary description of previous relevant experience. 19. Upon receiving feedback, the USCG will assess all input and its impact on the development of the final scope of work.
