Description
NOTICE OF INTENT TO AWARD SOLE SOURCE 12 June 2017, Contracting Office, Marine Corps Mountain Warfare Training Center intends to issue a purchase order under FAR 6.302 Circumstances Permitting Other Than Full and Open Competition and FAR Part 12 Acquisitions of Commercial items to TUCKER SNO-CAT CORP on a Sole Source basis to purchase the following line Items: Performance Work Statement Contractor is to provide material, equipment, and other associated cost to inspect and perform complete yearly preventive and summer maintenance services, and some repairs for seven government owned Tucker Sno-Cats, USMC numbers 298926, 292033, 300714, 300715, 300716, 300717, and 300718, located at the Marine Corps Mountain Warfare Training Center (MCMWTC), South West Regional Transportation (SWRFT), Bridgeport, California. Contractor shall perform all the services on the seven government owned Tucker Sno-Cats according to the manufacturer's specifications. The services must be performed by an Authorized Tucker Repair Facility, and by a Certified Tucker Sno-Cat Service Technician(s). 1. The complete preventive and summer maintenance service include the following: Sno-Cat Groomer, USMC #298926 a.) Contractor shall perform all the services on the government owned Tucker Sno-Cat according to the manufacturer's specifications. b.) All fluids are drained and all filters are replaced. c.) Must inspect all road wheel bearing and repack with fresh grease and replace the wheel seals. d.) The track system carriers are lubed and serviced and all tracks are inspected. Make sure no tracks are jumping off the sprockets due to being loose. e.) Must inspect the complete electrical system from switches to light bulbs. f.) The hydraulic system is inspected from the blade to the rear quick connects. g.) All hoses and fittings must be inspected and repaired as needed. h.) Repair or replace tiller tines, seals and bearings i.) Rebalance tiller drums and repaint as needed. j.) Service tiller gear box and motor. k.) Check and replace worn components. 1.) Check leaks and repair as necessary. m.) Inspects the Sno-Cat's paint for cracks or problems. n.) Frame inspected for cracks and brakes, and all repairs made to manufacturers specifications o.) Replace the bearings and races in the front and rear differentials p.) Journal the differentials q.) Provide a valve adjustment to O.E. M. specifications to include a new gasket. r.) Upon completion of the maintenance and repair services, contractor shall run the Sno-Cat testing on all functions. s.) Replace worn drive sprockets both inner and outer t.) Check for and repair any coolant leaks in the passenger area under the passenger seats. u.) Check and repair lose leaf springs, passenger compartment area, and exhaust pipe assembly's v.) Replace damaged 12-way Tucker push frame with new Tucker 12-way push frame. w.) Replace front and rear main seals of the Cummins engine, to include an overhead valve adjustment 2. The complete preventive and summer maintenance service include the following: Sno-Cat Groomer, USMC #292033 a.) Contractor shall perform all the services on the government owned Tucker Sno-Cat according to the manufacturer's specifications. b.) All fluids are drained and all filters are replaced. c.) Must inspect all road wheel bearing and repack with fresh grease and replace the wheel seals. d.) The track system carriers are lubed and serviced and all tracks are inspected. Replace Blade Pilot valve, and figure out why the blade has interment no go issues when being used. y.) Replace damaged Dana 80 rear axle. 3. The complete preventive and summer maintenance service include the following: Sno-Cat Cargo Vehicles. USMC #300714, a.) Contractor shall perform all the services on the government owned Tucker Sno-Cat according to the manufacturer's specifications. b.) All fluids are drained and all filters are replaced. c.) Must inspect all road wheel bearing and repack with fresh grease and replace the wheel seals as needed. d.) The track system carriers are lubed and serviced and all tracks are inspected. Make sure no tracks are jumping off the sprockets due to being loose. e.) Inspect the complete electrical system from switches to light bulbs. f.) Inspect and service ION dash displays and service as needed. g.) Inspect radiator and turbo hoses and repair or replace as needed. h.) All hydraulic hoses and fittings must be inspected and repaired as needed. i.) Check and replace worn components. j.) Check leaks and repair as necessary. k.) Inspects the Sno-Cat's paint for cracks or problems. 1.) Frame inspected for cracks and brakes, and all repairs made to manufacturers specifications m.) Replace the bearings and races in the front and rear differentials n.) Journal the differentials o.) Provide a valve adjustment to O.E. M. specifications to include a new gasket. p.) Upon completion of the maintenance and repair services, contractor shall run the Sno-Cat testing on all functions. q.) Replace worn drive sprockets both inner and outer r.) Check and repair lose leaf springs, bed assemblies, and exhaust pipe assemblies s.) Swap differential gear to 4:88 ring and Pinion 4. The complete preventive and summer maintenance service include the following: Sno-Cat Cargo Vehicles. USMC #300715 a.) Contractor shall perform all the services on the government owned Tucker Sno-Cat according to the manufacturer's specifications. b.) All fluids are drained and all filters are replaced. c.) Must inspect all road wheel bearing and repack with fresh grease and replace the wheel seals as needed. d.) The track system carriers are lubed and serviced and all tracks are inspected. Make sure no tracks are jumping off the sprockets due to being loose. e.) Inspect the complete electrical system from switches to light bulbs. f.) Inspect and service ION dash displays and service as needed. g.) Inspect radiator and turbo hoses and repair or replace as needed. h.) The complete preventive and summer maintenance service include the following: Sno-Cat Passenger Vehicles, USMC #300716, 300717,and 300718 a.) Contractor shall perform all the services on the government owned Tucker Sno-Cat according to the manufacturer's specifications. b.) All fluids are drained and all filters are replaced. c.) Must inspect all road wheel bearing and repack with fresh grease and replace the wheel seals as needed. d.) The track system carriers are lubed and serviced and all tracks are inspected. Make sure no tracks are jumping off the sprockets due to being loose. e.) Inspect all air suspensions and components and service as needed. f.) Inspect the complete electrical system from switches to light bulbs. g.) Inspect and service ION dash displays and service as needed. h.) Inspect radiator and.turbo hoses and repair or replace as needed. i.) All hydraulic hoses and fittings must be inspected and repaired as needed. j.) Check and replace worn components. k.) Check leaks and repair as necessary. I.) Inspect the Sno-Cat's paint for cracks or problems. m.) Frame inspected for cracks and brakes, and all repairs made to manufacturers specifications n.) Replace the bearings and races in the front and rear differentials o.) Journal the differentials p.) Provide a valve adjustment to O.E. M. specifications to include a new gasket. q.) Upon completion of the maintenance and repair services, contractor shall run the Sno-Cat testing on all functions. r.) Check all suspension axle air bags for leaks or problems like inflating or deflating without pushing the button inside the cab~ s.) Check and repair lose leaf springs, loose bolts, U-bolts or clamps in passenger area, and exhaust pipe assembly's and repairs as needed t.) Replace or repair rocker switches as needed The Government intends to award a Firm- Fixed Price sole-source contract Tucker Sno Cat. This firm is the sole manufacturer of the Tucker Sno Cat. No other source will satisfy the Governments requirement. The associated North American Industry Classification System (NAICS) Code is 336999 and the small business size standard is 1000 employees. This document incorporates provisions and clauses that are in effect throughout the Federal Acquisition Circular (FAC) 2005-72 effective 30 January 2014. This requirement is determined to be available from only one source because of the regional restrictions placed by the manufacturer. No request for quote for this procurement will be transmitted via Federal Business Opportunities. Proposed award date is on or about 13 June 2017. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals, or quotations. No solicitation document exists and no telephone inquiries will be accepted.
