- The Internal Revenue Service (IRS) intends to award a contract for one year with Technology Transfer Institute (TTI)/Vanguard on a sole source basis. TTI/Vanguard is to provide a one year membership, for up to 40 IRS employees' access to their data base and fifteen (15) IRS employees to attend five (5) conferences, workshops, and field trips per year, all written deliverables and publications include pre and post conference materials provided by the speakers. TTI/Vanguard is a forum for the introduction, discussion and evaluation of emerging and breakthrough information technologies. There isn't another forum of this caliber that exists in the procurement community today. The focus of this membership is on sessions in which leaders of innovation from the world's most progressive organizations identify and capitalize on emerging technologies that will fundamentally affect their businesses. ITT/Vanguard is the only known responsible source to provide this type of forum and no other supplies or service will satisfy the agency's requirements. The anticipated period of performance for this requirement will be June 1, 2017 through May 31, 2018. An award will be made on a sole source basis for the identified products/service under the authority of FAR 6.302-1 and FAR 13.106-1(b). All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Written responses shall be received by this office no later than 1:00 pm May 30, 2017 and shall include sufficient information to provide evidence of their capability to provide the identified products and services. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
