- DRAFT SOW REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT Department of Justice/Federal Bureau of Investigation THIS IS A REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This RFI is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Federal Bureau of Investigation (FBI) is not seeking proposals at this time, and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information I response to this RFI. Responses will not be returned. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this RFI. The FBI seeks sources for Handwriting Examiner Decision Analysis Technical Support Services, in support of the Laboratory Division's (LD) Counterterrorism and Forensic Science Research Unit. The nature of services required includes, but is not limited to, the following: 1. Determine the rate at which forensic document examiners (FDEs) provide the appropriate forensic conclusion and/or determine the rate of errors; 2. Determine the consistency of responses; 3. Determine the ability of the same FDE to reach the same conclusion based on input; 4. Perform statistical analysis of comparisons and examiner qualifications; 5. Identify areas of improvement in the footwear comparative discipline; 6. Determine if the current conclusions are appropriate; and 7. Publish results in a peer-reviewed forensics journal. A copy of the unclassified, DRAFT Statement of Work (SOW) is attached to this notice. After review of the SOW, any contractor who believes they have the capability to perform the effort should submit proof of their experience, technical capability, and past performance related to the services described in the attached SOW to Ms. Kate Petek, Contracting Officer, kepetek@fbi.gov NLT 12:00 Noon CST Tuesday, June 6, 2017. The NAICS code for this effort is 541712. The contract period of performance shall be a one-year base period plus two, one-year option periods that may be exercised at the Government's discretion. Interested contractors must also be registered in System for Award Management (SAM) database to conduct business with this Government organization. Place of performance shall be at Quantico, VA.
