Description
Solicitation package. Phase 1 of the Solicitation is hereby issued. CONTRACT INFORMATION: This announcement is a FAR Part 15 Competitive Negotiation, Price-Technical Trade-Off, full and open acquisition to repair and renovate Hanger 8 at Corpus Christi Army Depot, Corpus Christi, Texas. The North American Industrial Classification System code is 236220, which has a size standard of $36.5 million. A firm-fixed-price contract will be negotiated. The contract is anticipated to be approximately awarded in November 2017. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/. No state level certifications will be accepted. PROJECT INFORMATION: Construction range is between $10,000,000 and $25,000,000. This contract is a Design Build for the repair and renovation of Hanger 8 at Corpus Christi Army Depot, Corpus Christi, Texas. Hangar 8, constructed in the 1940's by the Department of the Navy, is a 74,200 SF facility, designed to maintain pre-World War II fixed wing aircraft. The Hangar Bay section will require extensive renovation efforts to meet local, state and national building codes to include support facility requirements for an Aviation Depot level of repair, and overhaul of Department of Defense rotary wing aircraft. This project will facilitate an effective and efficient layout to support production requirements. The work proposed in Hangar 8 will include but is not limited to the removal of all lead based paint from the walls, truss system, abatement by encapsulation of any lead containing paint on the wood deck, and repainting the metal truss system, structural members, walls and wood decking. The roof has deteriorated due to its age and exposure to coastal weather conditions. During rains, the roof leaks onto structural members and shop operations below. Water infiltration has deteriorated the hangar's truss system, other structural members, and roof decking. Repair of the hangar is needed to prevent further damage to the building, minimize downtime for shop operations, and increase the output of repaired aircraft. This project repairs the roof of 60,400 square feet of high bay maintenance area and repairs the exterior bay walls. Exterior work will include replacement of the roofing system with a new roofing system and replacement of the exterior bay aluminum siding walls and metal flashing. The repair will also consist of replacing roof access ladders; painting the floor with a slip resistant coating; repairing and upgrading the electrical distribution system, the communication system, compressed air distribution system, fire suppression system, heating control system. This service life extension project will increase the hangar's serviceability for at least twenty years, as Hangar 8 is critical to Army's only Aviation Depot Level Maintenance production where aircraft production space is limited. Army Working Capital Funds support funding for this project. This project scope will comply with the Army Installation Design Standard (IDS) Chapter 3 and Mold Remediation in accordance with TG 277 and TG 278, Facilities Management Information Document on Mold Remediation Issues and Industrial Hygiene/Preventive Medicine Mold Assessment The Contractor shall provide all supervision, labor, materials, equipment, supplies, and transportation necessary to perform the repair and renovation of Hanger 8 at Corpus Christi Army Depot as specified in the Statement of Work/Plan/Specifications that will be attached to the future Request for Proposal (RFP). All work shall comply with all State, local and Federal laws and regulations, and applicable code requirements.
