- THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO S&P Global, Inc. The U.S. Department of Energy (DOE), Office of Headquarters Procurement Services, intends to issue a sole source award to S&P Global, Inc., 2 Penn Plaza 25th Floor, New York, NY, 10121-0101, for Platts subscription services as it relates to the electric power and natural gas industry. This award will be made under Simplified Acquisition procedures (FAR Part 13) under the authority FAR 13.106-1(b)(1)(i): śContracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. ť The purpose of this one-year subscription will be to provide the DOE Office of Energy Policy and Systems Analysis (EPSA) registered users with updated and integrated geospatial and market data through its proprietary subscription services. Platts geospatial data mapping tool, Map Data Pro, is the only geographic information system (GIS) that offers enhanced North American commodity spatial views. Each Platts Map Data Pro commodity package contains key data necessary to understand fundamental aspects of energy markets. The Government anticipates a single Purchase Order Award for Platts Geospatial Data for the following areas: 1. Platts North American “ Electric Map Layers: Power Plants, Substations, Transmission Lines, ISO Nodal Pricing Points, Electric IOU Service Territories, Electric Non-IOU Service Territories, ISO Zones and RTOs, NERC Regions and Sub-regions, Coal Regions, Coal Mines, Coal Docks, Electric Control Areas, Generating Units, and Megawatt Daily Pricing. 2. Platts North American “ Natural Gas Layers: Pipelines, Compressor Stations, Receipt/Delivery Points, Gas Hubs, LNG Import/Export Terminals, Storage Facilities, Production Regions, and Shale Plays. This notice of intent is NOT a request for proposals or quotations. A determination by the Government to not compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this notice no later than 3:00PM Saturday, June 10, 2017, by e-mail to Ellen.Clayton@hq.doe.gov. All information submitted should support the offeror ™s capability to provide the items required, and shall be furnished at no cost or obligation to the Government.
