Description

The Department of Veterans Affairs (VA) intends to issue a solicitation to limited sources for the Information Technology Infrastructure Library (ITIL) Lifecycle Publication Suite - Online Subscription. The solicitation limitation is due to the number of U.S. based companies who are authorized by the manufacture to sell the product. The two known sources are Worldwide Book Services, Inc. and Pink Elephant, Inc. The VA requires 50 concurrent subscriptions to the ITIL Lifecycle Publication Suite - Online Subscription for Multiple Users, which is owned by AXELOS. The circumstance surrounding the chosen product is because the VA has widely adopted ITIL and has instituted a training program to educate the VA workforce. Additionally, this requirement will provide the VA with online access instead of purchasing multiple publications. There are no alternatives. This is not a Request for Quote. This is a written notice to inform the public of the Government's intent to solicit limited sources for the required product. Interested parties may identify their interest and capability to respond to this requirement. A determination not to limitedly compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The VA will not be responsible for any costs incurred by interested parties in responding to this notice. Only written responses will be considered. As a result of analyzing responses to this notice, the Government shall determine whether a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov. Any interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Tanya.Sims-Williams@va.gov and micah.kauzlarich@va.gov via email, no later than Friday, June 2, 2017 4:30 PM ET. Fax inquiries will not be accepted. Please provide capability documentation that should at minimum, include general information and technical background describing in detail the prospective vendor(s) capabilities and experience that will show the ability to support this requirement.
