Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed purchase contract, on a sole source basis, with Attocube System AG for a Nanopositioner. The statutory authority of this sole source acquisition is FAR subpart 13.106-1(b). The Sample Environment group helps researchers in any phase of the experiment with sample environment issues: planning an experiment, loading a sample, preparing equipment for use, mounting at the spectrometer, and trouble-shooting if any problems are encountered. Any equipment used to alter a sample's environment falls under its care, from a milli-Kelvin dilution refrigeration system to a 1600° Celsius furnace. At the same time, researchers are implementing new methods and equipment to extend experimental variability of NIST's Center for Neutron Research (NCNR) facility. The purpose of the Nanopositioner is to extend the ability of cryostats at NCNR, by better positioning samples inside the cryostat vacuum can. Currently, when using the cryostats, samples must be manually positioned within the cryostat unit. This acquisition is for a device fitting inside the cryostat unit that shall provide automatic positioning of samples. Which shall allow for a much faster sampling time and allows researchers perform experiments currently unavailable. The equipment required by this acquisition shall be able to perform at very low temperatures (40 mK) and dimensions 100mm x 50mm x 20 mm to fit within the current cryostat sample can. In addition, it shall be made with non-magnetic material and operated in the high vacuum conditions, which means no lubrication shall be used. This requirement is also inclusive of a controller to operate the positioner. For acceptance, the positioner shall demonstrate smooth work at cryogenic temperatures. The positioner shall be connected to the controller to check how properly it communicates, operates and responds to the controller commands. Testing will consist of situating the positioner to the vacuum space, cooling it down to the 40 mK, and operating it at these conditions using the controller. Delivery shall be FOB destination and take place six (6) weeks from receipt of order unless mutually agreed upon the Government's ability to receive earlier. This requirement is expected to be awarded in June, 2016. The North American Industry Classification System (NAICS) code for this acquisition is 334513, and the size standard is 750 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 1:00 p.m. Eastern on June 5, 2017. Inquiries will only be accepted via email to erica.miller@nist.gov No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
