Description
See attached DARPA-SN-17-49 Intent to Sole Source DARPA-SN-17-49 The Defense Advanced Research Projects Agency (DARPA), Contracts Management Office (CMO), on behalf of the Information Innovation Office (I2O), intends to award a sole source contract, in accordance with FAR 6.302-1, in the amount of approximately $2,800,000, to Aptima for the delivery of research support efforts for the Synergistic Discovery and Design (SD2) program. Under the sole source contract, Aptima will ensure SD2 performers address productive challenges, discover and exploit fruitful methods (i.e., "lessons learned"), and collaborate within and across teams. DARPA has a requirement for a performer to effectively elicit knowledge from domain experts across the SD2 program to establish quarterly challenge problems that drive the development of tools for data-driven design in domains that lack models. In addition, DARPA needs the performer to act as an evaluator and assess whether SD2 methods support discovery and design beyond what is otherwise possible today with significantly less human effort required, as well as to develop the technical agenda for the quarterly SD2 working meetings and ensure active collaboration among all SD2 performers. Effective execution of these tasks requires a team with a unique set of expertise including: knowledge elicitation methods, measure design, analysis of human-computer teams, and team design methods. Aptima has a unique set of capabilities that span Industrial/Organizational (I/O) psychology, team performance metric development, and practical application of knowledge elicitation techniques. Further, Aptima has an interdisciplinary staff that includes computer scientists, research scientists, I/O psychologists, and mathematicians; and more than half of Aptima's team has a PhD level technical background. Aptima personnel are adept at evaluating and fostering collaboration across research teams in numerous scientific disciplines. Combined, this unique skill set enables Aptima to adequately assess the discovery and research tasks of SD2 and to meet DARPA's requirements for the SD2 program. DARPA anticipates the period of performance will start in August 2017 and end in July 2021. Work performed by Aptima will occur at SD2 Working PI Meeting locations, SD2 performer locations in Washington, DC and Boston, MA. This notice of intent is not a request for competitive proposals and no solicitation for this specific requirement is currently available. However, parties may indicate their interest and identify their capability to meet the requirement by submitting a white paper and past performance data by no later than July 12, 2017. Questions shall be submitted to the above email address. Information received within forty-five (45) days after date of publication of this notice will be considered by the Government solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to continue this as a sole source acquisition and to not compete this proposed effort on a full and open basis is solely within the discretion of the Government. It is noted that DARPA's I2O Office maintains an annual Office-Wide Broad Agency Announcement (BAA) seeking revolutionary research under several thrust areas. Parties wishing to respond to this notice are invited, as an alternative, to submit a white paper against the I2O Office-Wide BAA, DARPA-BAA-16-51. See attached DARPA-SN-17-49.
