- THIS IS A PRE-SOLICITATION NOTICE IN ACCORDANCE WITH FAR 5.204. THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. PLEASE DO NOT SUBMIT A PROPOSAL IN RESPONSE TO THIS PRESOLICITATION NOTICE. The International Boundary and Water Commission has a requirement for the removal of the existing underground 2-6" glass lined ductile iron pipes encased in concrete (where the new precast concrete trench is to be installed) and excavation of open trench to accommodate the installation of 40" width by 16" depth (inside dimensions) precast concrete trench system with solid bottom and removable covers. Performance Period - one hundred and twenty (120) calendar days from receiving the Notice to Proceed. The magnitude of this project is between $1,000,000 and $5,000,000. Major Tasks: •1 1. Perform all required clearing, excavation, demolition, removal and disposing of the existing underground two 6-inch glass lined ductile iron pipes encased in concrete between the Grit chambers and the Headworks where the new precast concrete trench system is to be installed. 2. Perform all clearing, surveying, excavation, backfill, compaction and grading 3. Provide and install a precast concrete underground utility trench system with solid bottom and removable covers (for mechanical piping). 4. Provide and install two 8-inch glass lined ductile iron pipes with all required coupling and fittings 5. Provide and install additional asphalt pavement to eliminate the difference in elevation between the roadway pavement and top of the new precast concrete trench. 6. Provide and install two-6-inch new electromagnetic flow meters on the two grit lines at the Headworks. 7. Provide all materials, equipment, and labor including all temporary piping, pumping, and other equipment required to isolate and dewater existing pipelines at all connections and tie‑ins to existing pipelines and structures and structures, and all fittings and transition pieces required to connect new piping with existing. Other: 1. Existing facilities at the SBIWTP are in service and are handling/treating wastewaters of sewage origin. 2. The contractor shall be responsible for maintaining continued and uninterrupted operation of all facilities in the project area. •3 3. The contractor shall cooperate with others doing work in the area or who require access to various parts of the site. We anticipate issuing a solicitation on or about June 21, 2017. A 100% Small Business competitive solicitation is planned for this requirement.
