- Description
- The Naval Special Warfare Command (NSWC), Contracting Department (N01C), San Diego CA 92155 intends to award a Firm Fixed Price contract for Tactical Information Operations (TIO) Instructional Support. The Government anticipates this will be an Indefinite Delivery/Indefinite Quantity (IDIQ)-type contract with a five (05) year ordering period, 100% set-aside for small business concern(s). The general requirement requires the contractor to develop a progressive, twelve (12) week course of instruction (COI) administered at the vendor's location that includes classroom instruction, labs, and practical training exercises. It is anticipated that the contractor will typically provide two classes annually, for up to 12 students per class. The classes will not run concurrently. The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation. The anticipated ordering period will be 01 August 2017 through 31 July 2022. A complete Request for Proposal package will be available on or about 12 June 2017. The Performance Work Statement (PWS) associated with this requirement is classified SECRET. Only those vendors with a Facility Clearance of SECRET and a Level of Safeguarding of SECRET will be authorized to receive the solicitation documents. The North American Industry Classification System (NAICS) code for this acquisition is 611699. The size standard is $11,000,000.00 (average annual receipts). By submitting an offer, the offeror is self-certifying that neither the requestor nor the principal corporate officials or owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation. Lack of registration in the SAM database will make a contractor ineligible for award.
