- Draft Statement of Work The 176th Mission Support Contracting Office - Joint Base Elmendorf-Richardson, AK intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for CONSTRUCT CLOSET AND INSTALL CARPET FOR MSG OFFICES AT THE 176TH WING HEADQUARTER'S BUILDING, JOINT BASE ELMENDORF-RICHARDSON, ALASKA. Construction services will consist of the following tasks (in accordance with the DRAFT SOW): As base bid item, enclose stairwell behind Rm 127 with 1-hour fire rated wall to form a closet and install doorway to new closet from Rm 127 as shown in Attachment 1. New closet shall have lighting and fire protection (if applicable). As an alternate bid item, demolish existing tile floor and install carpet in Room 128 with color/pattern approved by end user (176th Mission Support Contracting). The contractor shall be responsible for necessary travel and services required to perform the work. Work under this contract includes all materials, labor, tools, expendable equipment, utility and transportation services, and all incidental items necessary to perform and complete, in a workmanlike manner, the work required for the construction of this renovation project. Note that the Government shall occupy the site and facility throughout the construction, but shall vacate the areas as needed based on construction and renovation. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractor, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on or about 31 May 2017. A site visit will be tentatively scheduled for 1 June 2017 at 2:30 PM local time. The solicitation closing date is scheduled for on-or-about 12 June 2017. Actual dates and times will be identified in the solicitation. The acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15 procedures. The magnitude of the project is between $20,000.00 and $50,000.00. Construction/contract Period of Performance is estimated to be 60 calendar days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. This opportunity will be solicited as a competitive 100% small business set-aside. The small business size standard is $36.5 million average annual revenue for the previous three years. The final solicitation and RFP documents will be available for download electronically on the Federal Business Opportunities website. Paper copies will not be available. Contractor's submitting a proposal must have a Cage Code and be registered in the System of Award Management (SAM) at https://www.sam.gov. Registration requires applicants to have a DUNS number from Dunn & Bradstreet.
