Description
NASA/GRC has a requirement for development of highly advanced theoretical models utilizing quantum physics phenomena and related fields. The services also include development of custom computational models to assess processes and reactions. The services required are used by the AEC researchers in design of advanced energy conversion processes and devices, and assist in collaborations with other Government agencies, including the Department of Defense. The expected Period of Performance is as follows: Base Period: July 10, 2017 – July 9, 2018 Option Period 1: July 10, 2018 – July 9, 2019 Option Period 2: July 10, 2019 – July 9, 2020 NASA/GRC intends to issue a contract to PineSci Consulting for Theoretical Support for Advanced Energy Conversion Project. The contractor has previously provided similar services to the AEC project under a separate procurement to end on July 2017. The contractor is a theoretical and computational physicist with over 40 years of experience in theoretical work of direct relevance to the AEC project, including quantum physics, nuclear, and plasma physics. The contractor has successfully developed breakthrough theoretical understanding of key processes involved which are presently guiding the development of experimental work in the AEC project. These models and understanding have been incorporated into multiple patent applications jointly submitted and owned by the Government. The contractor is the lead inventor of these patent applications and is leader in translating these inventions into a viable technology in support of the AEC project. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 2, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
