Description
This is a notice of intent to award a non-competitive purchase order to RTI International (RTI), 3040 Cornwallis Road, P.O. Box 12194, Research Triangle Park, North Carolina 27709-2194 for the renewal of annual SUDAAN software licenses to be used by biomedical researchers at the Department of Health and Human Services (HHS). This requirement will be awarded to RTI based upon the authority at Federal Acquisition Regulation (FAR) Subpart 13.3 and 6.302-1(a)(2), as supplemented with additional information included in this notice. This requirement is being awarded by the National Library of Medicine (NLM) for the Center for Information Technology (CIT), NIH. HHS requires SUDAAN software maintenance to support its mission for basic research. HHS researchers use SUDAAN to analyze clustered data, including complex sample surveys, randomized experiments, and epidemiological studies. SUDAAN provides three modeling procedures which include linear models, multinomial-logistic models, and regression models for time to event data. Each of these procedures offers three variance estimation models, which is a capability only SUDAAN has. They are the Taylor series linearization which makes Generalized Estimating Equations for regression models, Jackknife with or without user-specified replicate weights, and Balance Repeated Replication. Together, these procedures and techniques provide a powerful variety of analytical tools not available in any other commercially-available software product. In addition, a critical feature of SUDAAN is that it is available for a wide variety of computing platforms including PCs under Windows, PCs under Linux, and Sun workstations under Solaris. Sources having the ability to provide a software product(s) and maintenance that include all of the functionalities described above shall provide clear and comprehensive information that supports their commercial software product and maintenance support.
