- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Silvestrum Climate Associates LLC for environmental research services for the completion of the Coastal Wetlands section under the annual submission of the Inventory of the U.S. Greenhouse Gas Emissions and Sink for the NOAA Climate Program Office located administratively within the National Oceanic and Atmospheric Administration’s (NOAA), Ocean and Atmospheric Research (OAR) located in Silver Spring, MD. A Sources Sought notice was posted on the Federal Business Opportunities (FBO) website on March 31, 2017 and closed on April 10, 2017. No responses were received. Justification for Sole Source Silvestrum Climate Associates LLC. has been identified as the only known source that can provide the needed items as specified below that will also meet the Government’s intended use. The company is uniquely qualified to provide these services based on their technical knowledge and hands on experience related to Coastal Wetlands Reporting for the annual U.S. Greenhouse Gas Emissions and Sinks. This procurement will provide essential environmental research services for the NOAA Climate Program Office.
