- PURPOSE OF THIS ANNOUNCEMENT: This announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, the complete price proposal schedule, the construction plans & specifications, instructions to offerors, and the evaluation factors/basis for award. The formal solicitation is expected to occur on or around 15 days after the posting of this pre-solicitation notice. OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT. PLANNED SOLICITATION: The final RFP for this project will be announced no sooner than 15 calendar days from the date of the pre-solicitation announcement. The contract type will be firm-fixed-price. DESCRIPTION OF WORK: The work consists of furnishing all plant, equipment, labor, transportation, fuel, lubricant, supplies and materials, and performing all operations in connection with moving earthen materials within Clouter Creek Disposal Area. Work will include, but not be limited to the creation and deepening of drainage ditches, clearing of the site, minor repair of dikes, berms and ramps, and appurtenant items. The work is located in Berkley County, South Carolina. MAGNITUDE OF WORK: $500,000 TO $1,000,000. TOTAL SMALL BUSINESS SET-ASIDE: This acquisition will be a 100% Total Small Business Set Aside pursuant to FAR 6.203 & FAR 19.502-2. The NAICS Code selected for this acquisition is 237990, which has a size standard of $36.5 million average annual revenue. The contractor must be registered in SAM.gov prior to award of the solicitation. The solicitation and any subsequent amendments will only be available in electronic format, downloadable from the internet. No CD-ROMS or hardcopy documents will be distributed. Bidders must be registered in the System for Award Management (SAM.gov) and at the Federal Business Opportunity Homepage(www.fbo.gov) in order to view or download the solicitation documents. It is the responsibility of bidders to monitor the website for notices and amendments. PLANNED CONTRACT INFORMATION: The intent is to issue a single Firm Fixed Price (FFP), construction contract. The planned duration for this contract is twelve (12) months; and further details will be provided in the final solicitation.
