Comment Resolution Matrix for questions/suggestions to the ELS2 draft PWS Marine Corps Enterprise Logistics Support Systems (ELS2) list of Software Used System Description for Marine Corps Enterprise Logistics Support Systems (ELS2) Draft Performance Work Statement (PWS) for the Marine Corps Enterprise Logistics Support Systems (ELS2) PDSS This Request for Information (RFI) is issued to determine the market of sources, able to provide sustainment and maintenance of the Marine Corps Enterprise Logistics Support Systems (ELS2) and seeks the following. Provide feedback on the enclosed DRAFT Performance Work Statement (PWS) as to whether it provides sufficient information to ensure that all potential Offerors may propose solutions to ensure optimal systems operation for our end-users. PMW 230 LIS Program Management Office seeks to determine from potential offerors a rough order of magnitude (ROM) pricing for their proposed effort, their level interest and their self-assessment as to their capability to meet the requirements. The Government will use the information collected from this market research to determine an optimal strategy for this requirement, should it come to fruition. The Government will not reimburse respondents for any cost(s) associated with submission of the information being requested. Feedback provided will be used to enhance and clarify the documentation solely in the preparation of the Government's acquisition strategy, therefor no feedback provided in response to this RFI will be published. The Government is interested in all potential industry sources that can provide an integrated solution that meets all stated requirement. The Government is not looking to be presented with multiple, independent solutions or sources able only to fulfill portions of this requirement. Background ELS2 is a family of Information Technology (IT) systems and applications providing crucial supply, provisioning, maintenance, stock control, war planning, readiness, warehousing, and decision-support capabilities to the Marine Corps Supply and Maintenance Community, all Marine Expeditionary Forces (MEFs), Marine Corps Reserves, and the Marine Corps Logistics Community. ELS2 capabilities support Marine Corps Operating Concepts for the 21st century. The PMW 230 LIS serves as the focal point for and project management of existing, new, or emerging ELS2 Logistics Automated Information Systems (AISs) listed in ELS2_Attach_2_Systems and Descriptions_17Apr2017_v1f. As such, it operates as the Software Support Activity (SSA) for designated Marine Corps Enterprise Level AIS and performs a variety of other activities that are designed to place the Marine Corps in a more advantageous strategic position to accomplish its worldwide mission. System changes are driven by many factors, including Department of Defense (DoD), Department of the Navy (DoN), and U.S. Marine Corps policy, including logistics and cybersecurity policies; fiscal compliance requirements; user requirements; and technology changes. System updates are implemented using Change Requests (CRs) managed through the LIS PdM Configuration Management process. The intent of this RFI is to confirm the availability of effective PDSS solutions based on industry best practices that support continuous system improvements and achieve cost efficiencies. The ROM pricing will help determine the affordability of undertaking an effort such as this. Additionally, comments received will assist in clarifying documentation. Contracting Office: Marine Corps Systems Command (MCSC) Global Combat Support System - Marine Corps (GCSS-MC) Mr. Chris Enos, Contracting Officer Chris.Enos@usmc.mil Schedule & Other Requirements to be met: Only respond if your company currently - 1) Holds a North American Industry Classification System (NAICS) code of either 541512, Computer Systems Design Services, or 541519, Other Computer Related Services, and 2) Is able to meet the technical requirements contained in the draft PWS. This RFI is for planning purposes only and is issued in accordance with FAR Clause 52.215-3. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. Responses to this RFI that indicate the information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only. Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Interested parties are solely responsible for all costs and expenses associated with their respective response to this RFI. The Government will not reimburse interested parties for any direct and/or indirect costs and/or expenses associated with their respective responses to this RFI, including, but not limited to, any direct and/or indirect costs associated with any submission or information provided to the Government. Moreover, interested parties will not otherwise be entitled to any compensation associated with the Government's use of any submission or information provided by an interested party to the Government pursuant to this RFI. Furthermore, the information provided in this RFI is notional and may change. The Government is under no obligation to revise any aspect of this RFI should any information provide herein change. The Government will provide any additional information and issue any additional requests for information at its sole discretion. Objective: The overarching objective for this effort is to provide sustainment and maintenance of the ELS2_Attach_2_Systems and Descriptions_17Apr2017_v1f to ensure optimal systems operation for end-users. This will include ELS2 PDSS Project Management Support, Cybersecurity, Software Maintenance, System Operational Availability, Service Desk Support, Ad Hoc Reporting requirements, System Administration Services, Development Environment Hosting and Sustainment, and Mainframe Application Database Administration (DBA). Also included are the following efforts: War Reserve System (WRS) Marine Corps Requirements Oversight Council (MROC) Changes, Military Equipment (ME) Stratification, and Marine Interactive Computer Aided Provisioning System (MICAPS) Architectural Re-design, and Surge Software Maintenance for Development/Modernization Efforts. Provides enhanced processing of stock control transactions and management information. 1000 War Reserve System WRS Primary system for computing, registering, and sourcing Marine Corps WRMR for budgetary, contingency planning and OPLAN withdrawal actions. 100 Albany Data Staging Environment ADSE Provides an integrated solution for extracting, transforming, and loading dispersed data sources from legacy applications to the Global Combat Support System (GCSS-MC). 5 Logistics Gateway LOGWAY Provides customizable views and access to queries for Stock List 1-2/1-3 (SL 1-2/1-3), Items Applications (Items Apps), and other USMC logistics data from worldwide locations. 3340 Materiel Capability Decision Support System MCDSS Automated decision support system that supports strategic logistics decision-making processes. 120 Marine Corps Provisioning System Provisioning Supports the introduction of principal end items from the research and development stage through placement in service. 125 Joint Configuration Management Information System JCIMS A joint, web based Product Lifecycle Management (PLM) system that supports all phases of the product lifecycle: requirements development, design, product development, product disposition, as well as, Configuration Identification, Configuration Change Control, Configuration Status Accounting, and Configuration Audits. 165 Publication Library Management System PLMS Provides an automated system for use by commands to manage publications and helps to ensure each unit achieves and maintains Core Capability for maintaining their publication library and that publications received and maintained are essential. Technical Data Management System TDMS Provides the repository for all of USMC federal cataloging data (technical and management) for items of supply managed, stored, and issued by LOGCOM. 465 Transportation Management System TMS Provides the tools to process the receipt, prepayment audit, certification, and payment of all claims submitted for transportation services performed for the Marine Corps 4500 Material Returns Program MRP Provides the capability for reporting excess material for possible funding credit to the source of supply. 20 Item Applications Item Apps Supports Commodity Management and Asset Configuration Management. 1600 Stock List 1-2 / 1-3 SL 1-2/ 1-3 Produces a cross-reference list of equipment names and models to item designator numbers, as well as a list of equipment to authorized maintenance publications. 2550 Instructions to RFI Submission of Vendor White Paper: Industry is requested to clearly present their capabilities, methods, and approaches to the Government's requirements in sufficient technical detail to verify the potential offeror's understanding of the PWS requirements and ability to comply with those requirements.
