- The U.S. Army Corps of Engineers Rock Island District is seeking System for Award Management (SAM) Database registered businesses that can provide sandbags in the event of a flood emergency under North American Industry Classification Standard (NAICS) Code 314910 Textile Bag and Canvas Mills, with a corresponding size standard of 500 employees. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal or quote or an invitation for bid. Particularly, the purpose of this NOTICE is to gain knowledge of potential sources that have the ability to provide quality products, often with less than 48 hour notice and lead time in the event of a flood emergency. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. PRODUCT DESCRIPTION: 1. Typical Sandbags: constructed with nominal dimensions of 26 (±1/2") inches long by 14 (±1/2") inches wide; constructed from coated polypropylene fabric; minimum denier of 700. 2. Large Airlift Capable Sandbags: constructed with the nominal dimension of 36 (±3") inches deep, by 48 (±3") inches tall; constructed from coated polypropylene fabric; minimum denier of 1,600; lifting harness with four lifting loops on each top corner of the bag; duffle top, or equivalent; capable of supporting a load ranging from 2,400-3,000 lbs. 3. Polyethylene Sheeting: constructed with the nominal dimension of 20 feet in width and 100 feet in length; denier of 6 mil in thickness, black in color.
