Description
This is a Pre-solicitation Notice of the US Government's intent to issue a solicitation for the Department of State the office of Non-proliferation and Disarmament Fund (NDF) mission support IDIQ. The estimated period of performance is one (1) twelve (12) months base period and four (4) 12 months option periods. This acquisition will be issued under full and open procedures. The DoS NDF's role is to supplement US diplomatic efforts to promote bilateral and multilateral nonproliferation and disarmament activities through the development, execution and implementation of selected projects in other countries. Due to the impending immediate proliferation threat, when a potential host country provides the opportunity for the United States' Government to help with the removal; destruction; or otherwise disabling of dangerous weapons systems, the NDF must respond promptly. Therefore, the NDF must possess the capability to provide necessary intervention and assistance with little advance notice, without Western standard worksites or accommodations, and without a guarantee of privileges and immunities for government or contractor personnel in country. Accordingly, these circumstances and conditions have resulted in the need for the award of an IDIQ contract against which task orders may be issued that equips the NDF with the capability to seize the opportunity to assist potential host countries promptly. This requirement is to acquire technical expertise and staffing support required to provide a broad array of services in support of ISN/NDF efforts to assist host nations in removing, destroying, or disabling weapons of mass destruction (WMD), conventional munitions, or other dangerous materials. T he solicitation is expected to be posted on May 05, 2017 and it will be available for at least 30 days - reference SAQMMA-17-R-0248. Proposal response time and submittal will be specified at the time the solicitation is posted Updates/Changes (Updated 04/20/2017) 1. The NAICS Code for this requirement has been changed from 238910 (Site Preparation Contractors) to 541690 (Other Scientific and Technical Consulting Services). 2. The solicitation posting date is revised from April 20, 2017 to May 05, 2017 Additional Updates/Changes (Updated 04/20/2017) 1. The small business set-aside of this acquisition has been changed from "Total Small Business" to "Full and Open"
