- THIS IS NOT A REQUEST FOR QUOTE - If you feel that your company can provide the services required, you must submit a capability statement for this requirement no later than 12:00PM Eastern Time, 25 April 2017 by email to peggie.l.lowery2.civ@mail.mil. This notice is being published in accordance with Federal Acquisition Regulation (FAR) 5.2-"Synopses of Proposed Contract Actions," requiring the dissemination of information on proposed contract actions. The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate (WHS/AD) intends to award a twelve (12) month firm fixed-priced contract with General Dynamic Mission Systems, Inc. for the procurement of the GEM X Encryptor Manager Release 4.1 software for the existing General Dynamics COMSEC devices. This requirement will support the Office of the Secretary of Defense Communications (SecDef Comms). The anticipated award will be made under the authority FAR 13.106-1(b)(1)(i). The GEM X Encryptor Manager software are proprietary to General Dynamics and there are no authorized resellers. No other company will be able to access the COMSEC devices without access to the GEM X Encryptor Manager software.
